ManagEnergy is a technical support initiative of the Intelligent Energy - Europe (IEE) programme of the European Commission which aims to assist actors from the public sector and their advisers working on energy efficiency and renewable energy at the local and regional level.


Launched in 2002, ManagEnergy aims to assist actors from the public sector, and their advisers, working on energy efficiency and renewable energy actions at the local and regional levels. ManagEnergy does this through its targeted capacity building and networking events, and through its varied online resources and promotional activities.

ManagEnergy supports a number of actors, including:

·         municipal and regional authorities, especially Covenant of Mayor signatories;

·         local and regional energy agencies;

·         political decision makers, including European and national parliamentarians;

·         financial institutions and energy service companies;

·         small- and medium-sized enterprises;

·         educators and trainers;

·         and other local and regional organisations with a public mission.


Local and regional focus

The EU and its member states are responding to global energy and environmental challenges with ambitious energy policy covering the full range of energy sources, from fossil fuels to renewables. Central to this policy is a commitment to the EU ‘20-20-20’ target: a 20% cut in greenhouse gas emissions, a 20% reduction in energy use through energy efficiency improvements and a 20% increase in renewables.

Local and regional authorities, together with their stakeholders— energy agencies, energy producers, and local financial actors, to name a few—have vital roles to play in achieving these targets. In particular, they can contribute by promoting the use of renewable energies and the improvement of energy efficiency at the local and regional level.

Supporting energy agencies

Energy agencies serve an important role in introducing good energy management practices, promoting sustainability, providing quality information and guidance, and offering other services based on local needs. International co-operation, networking and peer learning among these actors is essential to achieve the EU’s ambitious 2020 energy and climate targets.

ManagEnergy was established to enable local energy agencies to work together more effectively. The initiative provides a range of services for this purpose: directories and interactive maps, partner search facilities, information on successful projects, and regularly scheduled workshops.

What we do for you

Capacity building and networking

ManagEnergy organises workshops and meetings for local and regional energy actors, where those responsible for drafting sustainable energy action plans, or for implementing and financing such plans, can learn from experienced professionals. These are organised on a regional basis to meet the most important needs of participants and to take into account specific energy related and cultural issues, as well as local languages. Presentations, publications and resources are available to download after events.

Online provides up-to-date information that helps local and regional public authorities, energy agencies and other organisations implement EU energy policies and foster investment in renewable energy and energy efficiency markets. The website features a wide range of good practice examples from local and regional authorities—or actors working in collaboration with them—and offers a great opportunity to share project results on a European platform.
