The city of Koblenz wants to reduce CO2-pollution caused by energy-consumption of the habitants. For that it commissioned the "Institut for energy- and enviromental-research" Heidelberg to make a concept for the protection of the climate with local ability to act.
One of its projects, and of course the biggest, is to realise a housing estate of about 120 energy-saving residential buildings, the "Passivhouse estate Koblenz Asterstein II". Passivhouses need about 80% less energy for heating than normal houses. In fact, they don't need a usual heating system, what makes possible a very good cost-benefit analysis, in spite of the expense for insulation, very good windows and airing system (in and out with heat exchanger).
