- gather the efforts of the Bulgarian municipalities for achieving a better energy efficiency and finding solutions for important national tasks;
- create conditions for diminishing the burden of energy costs on municipal budgets and use of these money for other activities of high priority;
- cooperate to the end users in the municipalities to decrease their expenses and to raise the public support.
