The Pamplona Energy Agency (AEMPA) aims to encourage and support energy economy and the environment. It forms an operational management unit within the City Council in order to manage, optimise and rationalise energy consumption and, as a result, costs. Ultimately the aim is minimise the council's energy budget without reducing essential public services.

Within this it aims are:

• To promote rational use of energy via the implementation of economic measures and the optimum exploitation of local energy resources
• To assist local institutions in the design of their energy strategies
• To inform, advise, make consumers aware and support them in the drafting and monitoring of their energy projects.

AEMPA has:

• carried out a Municipal Energy Plan
• produced educational programs
• made solar installations in schools and municipal buildings
• given personal and free information on renewable energy to citizens of Pamplona
