MVE ("Maîtrisez Votre Energie") is the local energy agency of the municipalities in the East of Paris. The agency was created in 1999 by an initiative of Montreuil and Vincennes, and with support of the European Commission. Since this date, MVE has expanded to work within the municipalities of Bagnolet and Bondy. Five staff are now employed full-time.

The objectives of MVE are the reduction of energy consumption, promotion of energy efficiency, and development of renewable energy use within households, sustainable transport, and the public sector.

These objectives are achieved through the following local actions:

• Providing technical support to local authorities on energy and environmental issues, and local policies. For example, in Bondy, MVE is advising the municipality services on reducing energy consumption in public buildings.
• Project management within the agency's area of action, linked with European and national environment policies. For example, in Montreuil, MVE is in charge of a local development plan for solar systems (thermal and photovoltaic panels).
• Providing technical support to construction and city-planning local actors.
• Advising the public in MVE's role as an energy information centre, and raising awareness through the organisation of school events and participation in local campaigns.
