"The major objective of Electricity Control Ltd is to guarantee some benefit for all market participants in the process of liberalization. Regulation will be effected in a transparent way and on a non-discriminatory basis. All decision-making processes will involve all those affected. The principle of non-discrimination is given top priority and shall provide suppliers as well as customers with a feeling of security that their rightful interests will be safeguarded. Neither the success of the electricity utilities at the expense of the customers nor unjustified price reductions at the expense of the electricity utilities shall be the objective of this liberalization. What is most important to the work of Electricity Control Ltd is the provision of an efficient electricity sector by adding a new competitive edge."
