The Barcelona Energy Agency was created in 1996 with the support of the European Commission within the framework of the SAVE programme. In 2002, it acquired new impetus with the creation of a consortium formed by the Barcelona City Council, the Metropolitan Entity for the Environment, the Catalan Institute of Energy (ICAEN), the Institute for the Diversification and Saving of Energy (IDAE), the Autonomous University of Barcelona (UAB), and the Polytechnic University Catalonia (UPC).
The basic functions of the Agency are the promotion, management and follow-up of the 'Plan for Energy Improvement in Barcelona' (PMEB), with the twofold approach of maintaining a continuously updated diagnosis of the city's energy situation, alongside the implementation of 54 projects identified within the PMEB.
The main objectives of the Agency are to promote the saving of energy, energy efficiency, the use and knowledge of renewable energies, and the improvement of the quality of the energy services. This set of goals aims at improving environmental quality.
The Agency bases its work on the participation and social agreement of all parties involved. The Agency is an instrument of management and social agreement that seeks to simplify the city's advance on the path towards better awareness and use of energy to the benefit of the environment.
