The Research Institute for Regional and Urban Development of the Federal State of North Rhine-Westphalia - ILS (Institut für Landes- und Stadtentwicklungsforschung des Landes Nordrhein-Westfalen) is a State government institution and works on fundamentals and assistance for decision makers in the field of regional and urban development policy.
The scope of tasks includes:
in the fields of urban development, urban planning, spatial planning, regional development, culture and sports, social policy and mobility and transport planning.
Together with the ministerial departments, local authorities, professional associations, entrepreneurs and in other forms of cooperation the Institute promotes the development of strategic solutions, the analysis and transfer of best practices and the optimisation of realisation processes. The approach is interdisciplinary. The researchers at the Institute represent more than 10 professional backgrounds. The ILS keeps up an intensive exchange of ideas and experience between practitioners and researchers and co-operates within national and European networks. Publications, conferences and panels serve the transfer of knowledge and the dialogue with an informed public.
Clients of the Institute are primarily the responsible departments of the State government, however, the Institute receives funding from e. g. the Federal government or the European Commission, too.
The Institute is counselled by an advisory board consisting of representatives of the Federal State Parliament, the responsible ministerial departments, the Federal State administration, as well as scientific and local authority top organisations.
