The Harghita Energy Management Public Service started its activity on 1 July 2003. At this point in time the Agency first obtained the relevant degree by the county government verifying the political and financial support for the project's execution. First it identified the companies working in the field of energy to create a database stating the location and the contact person for each of these companies (at county level). It then proceeded to collect the data from these institutions and from public authorities with the purpose of obtaining full energy balance outlook of the province. Obviously, most important institution in this sense was the local electrical distribution company, the one carrying the central heating systems.
