National Energy Conservation Agency (NAPE) was set up in 1994 as an initiative of the Energy Conservation Foundation (FPE) as a respond to the growing market demand for energy efficient investments in Poland.

67% of the shares in NAPE belong to the Energy Conservation Foundation, 33% are in private hands.

Such a structure of the ownership ensures that NAPE has independence and is objective in all undertaking activities.

The mission of NAPE could be defined in one sentence: Stimulation of the Polish market of energy users towards the efficient and rational use, in accordance with the sustainable development.

The range of NAPE activities covered all problems arising from production, transmission and utilisation of energy, particularly with a special emphasis on the renewable fuels implementation and promotion.

The Agency is pursuing this goal by the realisation of the following tasks:

• constancy services and analysis for state authorities, local authorities, municipalities, energy enterprises
• energy audits and Energy Master Plans preparation
• participation in international programmes
• services connected with organisation of investments such as development of call for tenders, construction supervision, etc.
• assistance in organising financing and loan procedures.
• co-operation with industrial, scientific, financial and public institution in order to promote sustainable development
• services for producers and energy suppliers
• organisation of advisory points for energy consumers.
• marketing services and economic consulting for producers of energy efficient equipment
• restructuring and privatisation services, legal and organisational consulting for communal enterprises.
• identification the area for renewable energy sources implementation,
• providing courses, conferences and training,
• distribution publications and computer programmes.

Target audience: NAPE's offer of services is dedicated to resolution of energy supply problems as well as to modernisation of existing systems on both supply and demand sides. NAPE serves cities, gminas (Polish local communities), companies, enterprises and budgetary units.
