The Cornwall Sustainable Energy Partnership is a consortium of Local Authorities, Health Sector organisations, including the Health Authority and Primary Care Trusts, local businesses, the renewable energy sector, community groups and voluntary organisations from Cornwall and the Isles of Scilly. It was initially developed at the request of a consortium of local authority officers who have responsibility for the delivery and administration of the Home Energy Conservation Act 1995 (HECA). These officers realised that there was the need to work together, preferably with other external partners in order to be able to deliver effective energy saving and carbon reducing programmes across the communities and authorities of Cornwall. It was agreed that this form of partnership working is the only method of achieving targets in such a rural and peripheral county as Cornwall.
The Partnership is overseen by a strategic steering group, which comprises of Chief Executive/Director level representatives from each of the following sectors; Local Authorities, Health Sector, Education, Energy Efficiency, the Business Sector, the Renewable Energy Sector, the Community Sector and the Environmental Sector. The steering group agree the work of the partnership. Each of the Delivery and Process groups has clear aims, and the Delivery Groups will concentrate on specific projects. Renewable Energy and Domestic Energy Discussion Forums offer the opportunity to network and share information.
A secretariat function is provided by Community Energy Plus, a registered charity that manages the day to day operations of CSEP, as well as the Cornwall Energy Efficiency Advice Centre and a Community Outreach Team.
