During the ManagEnergy Annual Conference 2009, Mr. Joan Antoni Baron Espinar, Member of Barcelona Provincial Council and Mayor of Mataró presented the Experience of Barcelona Provincial Council with supporting local actors.

The Diputació of Barcelona (DIBA) is a local authority of second level and provides technical and financial assistance to the local authorities of the Province. DIBA serves local government offices and acts as a consulting body for all of the offices in the Province, helping them in turn to improve. The Diputació works as a network of local government offices joining forces and multiplying local resources.

The Technical Office of Cooperation (OTC) is a department of the Diputació of Barcelona. The OTC was established in 1994 and is defined as a means of cooperation with local authorities (municipalities) of the Province to offer public buildings, infrastructure and services of a high standard to their citizens.
