Key information related to Sustainable Buildings

Local and regional energy actors, such as Energy Agencies, have a crucial role to play in the transformation of the European Building sector towards energy efficiency and the use of renewable energy resources. These actors have both access to the local stakeholders in the building sector (such as building owners, building professionals, local authorities, equipment manufacturers, installers, etc.) and to European know-how in this field.

ManagEnergy introduced this webpage in June 2005 in order to help users of this site to get thematic and sectorial access to all locally relevant information within the building theme.

Video: Energy use in buildings: Use it better, use it less

In Europe 40% of our energy use is consumed in buildings, more than by industry or transport. That is a lot. It is too much. There is great potential for energy savings in this field, often at little cost. A new European directive contributes to improving the energy performance of buildings. It provides, for example, for: the application of minimum standards of energy efficiency to buildings in every country in the EU; the creation of a certificate to inform buyers or tenants of the energy performance of the building they hope to occupy; the posting in large, frequented, public buildings of energy performance certificates for information.

COM 2002/91/EC: Directive on the Energy Performance of Buildings

The European Directive on the Energy Performance of Buildings presents a great challenge for the transformation of European building sector towards energy efficiency and the use of renewable energy resources. Governments are required to implement a respective legal framework. However, in order to make sustainable energy use happen in real life, local action is essential, such as awareness raising, training and technical support for different professional groups.

Activities funded under the Intelligent Energy - Europe SAVE Programme aim to tap this large potential for energy savings by improving energy efficiency and rational use of energy resources, in particular in buildings and industry.

Information and Communication Technologies for Energy Efficiency in Social Housing

There are a number of policy drivers and current actions to highlight and improve the potential of ICT to enhance the energy efficiency through a concerted and coordinated multidisciplinary European approach; and the two calls for proposals opening at the beginning of 2009 for RTD and pilot projects in this area under the FP7 and CIP programmes, respectively.

About €55 million will become available to co-finance European projects for the promotion ICT-solutions for Energy Efficiency. Up to 75% of the eligible project costs will be supported.

Of specific interest is the ICT Policy Support Programme - WP2009 Objective 4.1: ICT for energy efficiency in social housing:

Energy Performance of Buildings Directive Platform

EPBD Buildings Platform logoReducing the energy use of buildings without compromising the indoor environment and services is the key challenge for Europe. The implementation of the Energy Performance of Buildings Directive (EPBD) provides Europe with tools for this.

The EPBD Platform is an information service for helping the implementation of the Directive. This service is useful for practitioners and consultants, experts in energy agencies, interest groups and national policy makers in the 27 Member States.

Innovative systems for energy efficiency in the Liguria hospital sector

The project "Innovative systems for energy efficiency in the Liguria hospital sector" aims at studying and implementing new forms of management and innovative technologies (thermal insulation, cogeneration, solar roof) that could allow a reduction and a rationalization of the energy consumption in the hospital system of Liguria Region, in Italy. The study is organised into three main phases, which include the drawing up of guidelines for energy efficiency in the hospital sector (adopted by the Regional Administration in date 18/09/2002), a pilot action in a Ligurian ASL (local health enterprise) aimed at carrying out an energy audit of the structure, and the operative plan for the creation of a pilot ESCo and Consortia for electrical energy purchase in the liberalised market. The project, which lasted 18 months (June 2001-February 2003), was financed by the Liguria Region Administration.

Sustainable cooling helps fight global warming

Cool BuildingIn Europe, summer heat waves are becoming harder to bear. The demand for air conditioning is on the rise, especially in office buildings. Yet buildings alone represent 40% of the EU's energy consumption, and air conditioning accounts for a significant part of it. In addition, air conditioning produces greenhouse gas emissions, aggravating global warming and putting at risk European climate protection commitments. The solution: reduce the energy requirements of existing air conditioning systems and change the way buildings are designed and used to achieve sustainable summer comfort without active cooling. 

This video shows how two projects help improve existing office buildings and design new buildings in innovative ways to provide their occupants with sustainable cooling.
