Local and regional energy actors, such as Energy Agencies, have a crucial role to play in the transformation of the European Building sector towards energy efficiency and the use of renewable energy resources. These actors have both access to the local stakeholders in the building sector (such as building owners, building professionals, local authorities, equipment manufacturers, installers, etc.) and to European know-how in this field.
ManagEnergy introduced this webpage in June 2005 in order to help users of this site to get thematic and sectorial access to all locally relevant information within the building theme.

In Europe 40% of our energy use is consumed in buildings, more than by industry or transport. That is a lot. It is too much. There is great potential for energy savings in this field, often at little cost. A new European directive contributes to improving the energy performance of buildings. It provides, for example, for: the application of minimum standards of energy efficiency to buildings in every country in the EU; the creation of a certificate to inform buyers or tenants of the energy performance of the building they hope to occupy; the posting in large, frequented, public buildings of energy performance certificates for information.

The European Directive on the Energy Performance of Buildings presents a great challenge for the transformation of European building sector towards energy efficiency and the use of renewable energy resources. Governments are required to implement a respective legal framework. Vertical Key Action 1 (VKA1) of the Intelligent Energy - Europe (IEE) Programme was intended to make a substantial contribution to developing and promoting tailored sets of measures to improve the performance of buildings, including measures to reduce the energy consumption as well as small-scale polygeneration and renewable energy applications. It aims also to serve as a catalyst for the take-off of the Buildings Directive and to prepare and accelerate its implementation. The main focus is on the retrofitting of buildings.

Reducing the energy use of buildings without compromising the indoor environment and services is
the key challenge for Europe. The implementation of the Energy Performance of
Buildings Directive (EPBD) provides Europe with tools for this.
The EPBD Platform is an information service for helping the implementation of the Directive. This service is useful for practitioners and consultants, experts in energy agencies, interest groups and national policy makers in the 27 Member States.
Local experience is an important source of knowledge in the support of EU policies on buildings. This section provides invaluable knowledge for all local and regional actors by highlighting good practice in the form of reports and video recordings.
