The ManagEnergy Annual Conference is the key event among those held every year since 2001 with the support of the European Commission's ManagEnergy Initiative. The 2006 conference marked the five-year milestone of the initiative with the central focus being on the proposals of the 2005 Green Paper on Energy Efficiency, and again was a major opportunity for Community institutions and other bodies to get feedback from the local and regional level on what works and what does not, in the sustainable energy field. As every year, it was also an opportunity for local and regional energy management agencies to gain information on promoting and helping to implement European energy policy priorities. The feedback from the conference is also used to help the Commission to shape and fine-tune current and future information activities in support of local and regional actors.
The conference sessions aimed to facilitate the work of all European local and regional energy management agencies in improving energy efficiency, making the most of local energy resources and seeking optimum energy-supply conditions for local and regional areas. The discussions covered promotion and financing of local activities, with a special emphasis on good practice for energy efficiency, renewables and clean transport, focusing particularly on the Intelligent Energy - Europe and Sixth Framework (Energy RTD) programmes.
The conclusions of the conference will lay ground for the development and increased cooperation with local and regional governments on the major sustainable energy issues and proposed priorities in the Green Paper, and the practical action to be put in hand. Carrying forward the conclusions of the Fourth conference held in October 2004, this event further enhanced the key role of Europe's local players to support the proper implementation of the now substantial body of European legislation, as well as optimising recourse to the various European programmes and other leverage to sustainable investments at the local and regional level. "Greening" of public purchasing by communities, continuing assistance to agencies in developing their role to drive sustainable local transport and improving effectiveness of their communications will also be pursued among the working priorities adopted by the last annual event.
Participants also had the opportunity to follow the event live on the Internet in several languages, through full multimedia coverage (audio/video with presentation slides, and several online chat sessions), as well as downloadable documents. The video recordings will be available after the event. We should also like to encourage you to organise a Media-Conference using your home facilities for people you believe could learn and benefit from the conference, but were unable to travel to Brussels.
The intention for the 2006 ManagEnergy Annual Conference was to engage Energy Agencies in a central role in the conference, including using the particular expertise, experience and representation of the ManagEnergy Reflection Group in a central role. The event was based around thematic and decision-making local, regional, national and international working parties to give the maximum opportunity for local actors to be empowered in the effort to concentrate resources towards structured energy-saving measures. The aim was that this activity would take place in parallel with the new legislation as it starts to come on stream. This legislation includes Directives on Buildings, Eco-Design, Co-generation, as well as the Biomass Action Plan and the forthcoming Energy Services Directive which is now at an advanced stage in the process towards adoption by Council and Parliament. It is very important that the local level should be in a position to submit promising proposals for evaluation under the last two calls for the IEE programme and use the experience and partnership consolidation gained to be ready for further innovative projects under the successor programme under the CIP framework programme. In addition we hope that the conference facilitated networking in order for there to be further successful project proposals in last two calls of the current IEE programme, including those to create new Energy Agencies in those parts of the EU-25 territory hitherto more thinly covered by them.
A number of Working Groups took place as parallel sessions during the Conference. For further information, please contact the organiser of each working group:

As in previous years, forms were provided in the conference pack for anyone to fill out and put on a "bulletin board" throughout the conference. Those interested in participating in the development of project proposals could sign up.
After the conference ManagEnergy collect the completed forms and send details to the project proposer so that they can make further contacts with those who have indicated that they are interested in the project idea.
Project proposals are also added to the Partner Search section of this website.

An exhibition was organized during this event. Given the limited space and the nature of the requests in previous years, the exhibition focused on concrete cases mainly in the sectors of multimedia and virtual activities in education, training and capacity building and good examples at local and regional level.
