Seán BURKE ManagEnergy Support Team Seán J. Burke is the Team Leader for the ManagEnergy Support Team, a consortium of specialist service providers (Gruppo Soges, European Service Network (ESN), KanEnergi, Swedish Energy Agency (STEM) and CPL Press) tasked with providing a range of support services to ManagEnergy local and regional actors, in particular the energy agencies. The services provided to the ManagEnergy actors range from web services and developing information products to workshops and good practices identification, managing a sectoral advice facility and management training. Mr. Burke started his career at the consulting firm Ernst & Young, and during the past 15 years he has played a leadership role in such pioneering initiatives as the launch and development of the Europe's 500 Listing of Growth Entrepreneurs, the first pan-European listing of Europe's fastest-growing entrepreneurial companies. He has also been involved in the development of some of Europe's leading investment forum platforms and coaching academies for bringing together high-growth technology and life sciences companies with venture capital investors. He is currently founder and principal at New Frontier Services, a Brussels-based consulting and training company providing a range of evaluation and project and business development services. |

Michel DELEBARRE Maire de Dunkerque, France, outgoing President of European Union Committee of the Regions and Member of the French National Assembly Website A Member of the EU's Committee of the Regions since 1998, Michel Delebarre has spent his entire professional and political career in the service of local authorities, working on the topics of decentralisation, regional planning and local democracy. From 1984 to 1993, as Minister, and then Minister of State in the various left-wing governments of François Mitterrand, he worked successively with Prime Ministers Laurent Fabius, Michel Rocard, Edith Cresson and Pierre Beregovoy on national and European matters with a strong regional impact: he held the Ministries for Employment and Vocational Training, Transport, Regional Planning, the Civil Service and the first French Ministry for Towns and Cities. In parallel with his national and regional commitments, he became Mayor of Dunquerque in 1989 and since then, he has been continually re-elected in this industrial port; deeply scarred by European wars. He now chairs the Dunquerque Urban Community, bringing together the municipalities of the Dunquerque suburbs. Michel Delebarre was unanimously elected President of the Committee of the Regions in February 2006 for a two-year period. |

Alfonso GONZÁLEZ FINAT Principal Adviser to the European Commission, Directorate-General for Energy and Transport Website Alfonso González Finat joined the Commission in October 1988 after having occupied executive posts with the industry in ENTURSA and IBERSWISS for several years. He has also worked for the Ministry of Transport, Telecommunication and Tourism, the Ministry of Public Works and Country Planning in Spain in programme evaluation and economic analysis. Most of his time in the Commission he has worked on Transport Networks and Infrastructure, including Transeuropean networks projects, as Director in DG Energy & Transport 2000-2004. After over four years as Director responsible for new and renewable sources of energy, demand management and innovation he was appointed Principal Adviser to the Directorate-General from January 2008. |

Nicky GAVRON Deputy Mayor of London, UK Website As Deputy Mayor, Nicky has responsibility for the environment, strategic planning and children and young people. She also plays a leading role on the agenda for women in London. Nicky helped shape the London Plan and is helping steer its review. She introduced sustainable design and construction into the London Plan and is producing supplementary planning guidance for all new London developments. She also established the GLA Children and Young Person's Unit. Nicky is now leading for the Mayor on mitigating the impact of Climate Change. Central is the recent launch of the London Climate Change Agency, which has a wide remit to reduce London's CO2 emissions across energy, water, waste and transport. |

Katrin LOMPSCHER Senatorin für Gesundheit, Umwelt und Verbraucherschutz, Berlin, Germany Website Senator Lompscher was born in 1962 in Berlin, completed training as a building trade worker with Abitur from 1978 to 1981, studied at Weimar University for Architecture and Building Industry from 1981 to 1986, acquiring a Engineering Diploma in Town Construction. Mrs Lompscher has been an employee of the Institute for Town Construction and Architecture of the Building Academy of the GDR (German Building Academy of Berlin) since 1990, and from 1992 to 1996, led projects in the Institute for Regional Development and Structural Planning Berlin/Erkner. From 1996 to 2001 she was employed by the Democratic Socialism Party Parliamentary Group in the Lower House of Berlin, belonged from 1990 to 1992 to the Democratic Socialism Party Parliamentary Group in the BVV Berlin Treptow and was, from 1993 to 1999, Deputy Head of the Democratic Socialism Party Parliamentary Group in the BVV Berlin Center. In 2001, she was selected as a district town councillor for town development in Lichtenberg. From October 2006, Katrin Lompscher was responsible, as Chief of the Department of Culture and Citizen Service of the Office for the District of Lichtenberg, for the Office for Culture, the Office for Libraries and the People's High School, the Office for Citizen Services and Living, as well as the management of the Quarter. On 23 November 2006, Katrin Lompscher was appointed by the Governing Mayor as the Senator for Health, Environment and Consumer Protection in Berlin. |

Andris PIEBALGS Commissioner responsible for Energy Website Andris Piebalgs took up the post of Energy Commissioner in November 2004. Since the EU enlargement on 1st of May 2004, when the Commissioners of the new Member States came into the European Commission, he was heading the Cabinet of Latvian Commissioner Mrs. Sandra Kalniete. Before joining the European Commission, he worked for almost a decade in diplomacy. He started his diplomatic career in 1995 when he became the ambassador of Latvia in Estonia. During five years – between 1998 and 2003 – he was the Ambassador of Latvia to the European Union, later – Undersecretary of State for EU affairs at the Ministry of Foreign Affairs of Latvia. Andris Piebalgs spent six years of his career being active in Latvian politics. From 1990 till 1993 he was Minister of Education, in 1993 and 1994 he was chairing the Budget and finance committee of the Parliament of Latvia (Saeima). In 1994 he became Finance minister of Latvia and held this post for two years. He was born in Valmiera (Latvia) on 17 September 1957, and in 1980 he obtained his degree in Physics from University of Latvia. During the eight years time after his university studies he worked as a teacher, later Headmaster of the 1st Secondary School of Valmiera. His career in the education system continued when he started to work as Director of the Department in the Ministry of Education of Latvia. |

Eckart WÜRZNER Lord Mayor of Heidelberg, Regierender Oberbürgermeister, President of Energie-Cités Website | Energie-Cités Website Eckart Würzner was born on 10 October 1961 in Goslar/Harz, Germany. From 1982 to 1987, he studied geography (German degree: "Diplom") at the Universities of Mannheim and Heidelberg and in 1993, received his doctorate "Dr. rer. nat." Thesis on "Comparative Case Study on Possible Influences of Noxious Agents in the Atmosphere on Mortality in Agglomerations" for conurbations within the Federal Republic of Germany and around Paris. His profession career commenced in 1988 when he was an environmental consultant to the City of Heidelberg. He went on to become Head of the Technical Environmental Protection Division with responsibility for energy controlling and energy management of all buildings owned by the City, including public swimming pools and lighting, as well as for establishing expert opinions on climate protection and energy, on noise and air pollution impacts and emissions. From the end of 1997 he became Head of the Environmental and Energy Management Division and deputy director of the office and also carried additional activities in the fields of Agenda 21, nature and environmental protection as well as pollution control at city level; while in 2000 he was promoted to the post of Director of the Office of Environmental Protection, Energy and Health Promotion. On 1 April 2001, Eckart Würzner, became Deputy Mayor for Environment and Energy of the City of Heidelberg, and since 14 December 2006 he has been Heidelberg's Lord Mayor (Regierender Oberbürgermeister). He accepted this office with great pleasure, having set many practical targets and tasks which he intends to will tackle with strong commitment so that Heidelberg can continue to develop socially, ecologically and in a business-friendly way. |

Ronald BAILEY European Commission, Directorate-General for Energy and Transport Website 'Ronald Bailey has worked for DG Energy & Transport in its sustainable energy Directorate since 2000, having joined the Commission's former Energy department in 1991, after fifteen years in a series of posts in Agriculture. Since 2004 he has been co-ordinator of the ManagEnergy initiative. This Seventh Annual Conference will be his last following task redistribution as from 2008. |

Since 1996 he has been General Manager of the Centre Urbain (ABEA-Brussels Energy Agency), a non-profit organization working primary for the Brussels Regional authorities to inform the citizens and to set up awareness projects around housing renewal, energy and heritage. From 1992 to 1996, he worked in urban regeneration programs and neighbourhood development for the Brussels Regional authority (neighbourhood contracts and URBAN, European Regional Fund). Between 1986 and 1992 he was involved in different projects in the Brussels region for the development of housing, industrial building conversion and poor neighbourhoods. He has a university degree in social and cultural adult education (1985). |

She has a Bachelor's Degree in Biology and Environmental Sciences and has 10 years experience in the energy field within the public sector, developing renewable energies and energy efficiency projects connected with European programmes in regional and provincial energy agencies and in the private sector as a specialist for environmental assessments of wind power farms, small hydro power plants and coal mines. Nenet is a non-profit limited company, owned by the fourteen municipalities in the County of Norrbotten, the most northern Regional Energy Agency in Europe. The aim is to contribute to rational use of energy and to the development of renewable energy sector in the region, including intelligent system solutions and methods, awareness rising measures, information, education and project organizing. He has a long experience of projects in sustainable development, renewable fuels, protection of the environment and climate, as research engineer for 18 years at the Luleå University of Technology. He is also President of the Swedish Association of Regional Energy Agencies (FSEK). |

Estela GONÇALVES PEREIRA Eco-Schools International Coordinator, Portugal Website Estela Gonçalves Pereira graduated in Environmental Engineering in 1988. Since then, she has been working in the environmental field mainly in the solid waste area. She worked for about 5 years for a German group in the environmental management systems area and is an ISO 14001 certified auditor. Her academic background includes also two post graduation degrees in the safety and management field. Since 2006, she has been the International Eco-Schools Programme Coordinator, a Programme of FEE – Foundation for Environmental Education, which is implemented in 40 delegations worldwide and involves more than 21,000 schools, more than 400,000 teachers and almost 6,000,000 students. |

He has teaching degrees in Biology and Environmental Sciences and PhD in Limnology from the University of Vienna and was a classroom teacher from 1975-1985. Since 1986 he has been the Austrian representative in ENSI and co-ordinator of the Austrian ENSI team, as well as president of ENSI since 2004. |

Waltraud SCHMID Head of Sector for Energy Efficiency and Energy in Transport, Executive Agency for Competitiveness and Innovation (EACI) Website Waltraud Schmid has worked at the Executive Agency for Competitiveness and Innovation, the agency in charge of implementing the Intelligent Energy - Europe Programme, since 2005. She is Head of Sector in the Unit dealing with energy efficiency and energy in transport. This unit is also responsible for the projects on energy education. Before joining the Agency she worked at DG Energy and Transport, as well as at the national energy agency in Austria. |
