This high-level event highlighted the benefits and strategic importance of the EU’s Climate & Energy Package currently discussed by the EU institutions which, if timely adopted and transposed in national law, will make Europe a leader in climate and renewable energy policy in the world.

Towards a New Energy Efficiency Policy for Europe

This session provided participants with the opportunity to gain insight into future policies and discuss the transition towards a new and strengthened energy efficiency policy for Europe. The session was a combination of presentations and open discussions on policies for the future.

Tuesday 10 February
The Covenant of Mayors Ceremony

The Covenant of Mayors is the most ambitious European initiative bringing together the mayors of Europe’s pioneering cities who commit themselves to achieve and go beyond the European 3x20% energy and climate goals. The Covenant signatory cities aim to reduce their CO2 emissions by more than 20% by 2020 via energy efficiency and renewable energy actions. The implementation of a sustainable energy action plan should help to deliver these objectives.

Momentum for the Covenant of Mayors is gathering pace and by 10 February 2009, 372 cities from thirty countries had signed up for the Covenant of Mayors and a further 104 cities had expressed an interest. On 10 February 2009, all signatory authorities, together with top representatives of the EU institutions, attended this prestigious, high visibility signature ceremony, which took place in the European Parliament’s Hemicycle in Brussels and was one of the highlights of the 2009 EU Sustainable Energy Week in Brussels.

ManagEnergy Plenary: New Opportunities for Local Energy Actors

The plenary session of the 2009 ManagEnergy Annual Conference, New Opportunities for Local Energy Actors, which took place in the Charlemagne Building on Wednesday 11 February 2009, aimed to guide and assist local and regional actors as they take on the challenges offered by the Covenant of Mayors.

European Funding

Thursday 12 February
Intelligent Energy - Europe Programme – Information Day: How can you take part in the programme?

Your next chance to have your project supported by the EU's Intelligent Energy - Europe programme is close: The next call for proposals will be published in Spring 2009. Over 60 million Euros will be available to support European projects aiming to foster energy efficiency and promote renewable energy. Up to 75% of the eligible costs may be funded.

Thursday 12 February
Information and Communication Technologies for Energy Efficiency

This event provided relevant information and facilitate discussions and networking on: policy drivers and current actions to highlighting and improve the potential of ICT to enhance the energy efficiency through a concerted and coordinated multidisciplinary European approach; and the two calls for proposals opening at the beginning of 2009 for RTD and pilot projects in this area under the FP7 and CIP programmes, respectively.

About €55 million will become available to co-finance European projects for the promotion ICT-solutions for Energy Efficiency. Up to 75% of the eligible project costs will be supported.

Friday 13 February
Climate change: The potential of Eco-innovation for SMEs

Eco-innovative processes and technologies contribute to combat climate change through cleaner production and resource efficiency (raw material, water, energy), and better environmental performance during the whole life-cycle. The presentations touch on three topics:

  • Under the EU's new Competitiveness and Innovation Framework Programme (CIP) a total of 430m€ is available for eco-innovation. This is available through different instruments, one of which the support to first application and market application projects especially reaching out to SMEs: CIP Eco-innovation projects. These projects support products or processes which have already been successfully demonstrated but due to remaining risks need incentives to penetrate significantly the market. The next Call for Proposals is planned for April 2009.
  • The new Waste Framework Directive 2008/98/EC sets the EU's waste recycling targets for household and similar waste (50% for at least paper, metals, plastics, and glass coming from this waste stream) and for construction and demolition waste (70%). For the first time, it defines the five-step waste hierarchy - prevention, reuse, recycling, energy recovery and disposal - into EU law.
  • The European Commission has proposed an Action Plan on Sustainable Consumption and Production and Sustainable Industrial Policy (SCP-SIP). The goal is to create a virtuous circle by improving the environmental performance of products throughout their life cycle, promoting and stimulating demand for better products and helping consumers to make better choices.

Buildings

Towards energy efficient housing: from Concerto to IEE

The building sector has one of the largest potentials for energy savings in Europe and progress can start immediately as the technology and knowledge already exist to cut buildings' energy use. This event showcased interesting projects from CONCERTO and from the Intelligent Energy - Europe programme which among others aim at promoting energy efficiency in the residential sector.

The presentations focused in particular on the following challenges: Raising awareness and training; Promoting the integrated approach; Access to capital; Changing behaviour.

The event was addressed to public authorities, building professionals, large owners and financial and training institutions.

This event covered the following topics: Green Zones; The Role of Public Procurement; Past successes and future requirements for European mobility research; and a number of other aspects of Urban Mobility.

Renewable Energy

Thursday 12 February
Wind Power in the Single European Electricity Market (TradeWind Final Workshop)

TradeWind is a European project funded under the EU's Intelligent Energy - Europe Programme. The project addresses one of the most challenging issues facing wind energy today: its maximal and reliable integration into Trans-European power markets. It aims to analyse existing barriers to the large-scale integration of wind energy in European power systems and to formulate recommendations for interconnection improvement, policy development and market regulation.

The final workshop's objective was to present and discuss the TradeWind project findings and its recommendations to support wind power integration. The event gathered actors involved in grid and power market issues, including EU institutions, national public authorities, transmission system operators, regulators, traders and wind farm developers.

Friday 13 February
Mediterranean Solar Plan - a win-win opportunity for everybody

Primary energy demand within the Mediterranean Partner Countries is predicted to increase by 70% in the next 20 years. These countries have a significant renewable energy potential, mainly of solar energy, which, if intelligently exploited, can contribute to matching their increased future demand (both in the field of electricity and heat) and can furthermore generate income for these countries, e.g. by exporting part of the electricity produced from renewables to the EU. On the other hand, the EU Member States have a long-lasting track record of promoting renewable energy deployment and have agreed on reaching a RES objective of 20% by 2020. A Mediterranean Solar Plan to enable the development and massive deployment of renewable energy technologies in the Mediterranean region is currently under development in the framework of the Union for the Mediterranean, its current state of play and key-conditions for success were debated during this conference.
