BACKGROUND TO THE DISCUSSION
This online chat on CIVITAS II on 26 June 2003 was organised to enable potential project proposers to discuss the programe and issues raised during the Information Day which took place on 19 June 2003.

CIVITAS II Work Programme and Calls
Jarle Wanvik If Trondheim (150,000 inhabitants) should like to join the CIVITAS II. What action should we take?
George Anastasoulis With whom can we get in touch about this program, in order to obtain info and perhaps participate in it?
Marcel Rommerts Visit the CIVITAS website (www.civitas-initiative.org) first for more info. You can also get in touch with your national FP6 contact point.
Franziska Brickwell Advance question: Where can I find information about 1. Objective 1 and 2 regions; 2. Duration of Programme; 3. Applicant (Communities only or is there a possibility for Companies to apply); 4. Programme Volume.

Margarita Puente Please provide the approximated budget that could be for each proposal.
Marcel Rommerts In the same range as CIVITAS I (50 million Euro) for 4 projects. These 4 resulted from mergers of 8 original accepted proposals.
Sylwia Klatka What is the role of research in CIVITAS II? Is this going to be co-financed?
Marcel Rommerts There is no funding for research, this is a demonstration programme.
Sylwia Klatka But research is mentioned in the call for proposal. So what is its role?
Marcel Rommerts You have misunderstood the work programme (of the Transport call). The few lines on research don't refer to this call 2A. For call 2A CIVITAS II is identified as the priority.

Sylwia Klatka Does a consortium of 3 cities have a chance to be accepted if there are reasons for this (already existing regional cooperation)? Does the fact of breaking "the 2 cities rule" in this way lessen the chances to have the proposal accepted?? [more detailed description: two Polish cities and a German city are partners in local over-border cooperation. The smaller Polish city is a direct geographical neighbour of the German city. At the same time it belongs to the region of the bigger Polish city. It does make sense to have all three cities in the consortium. Would this look plausible to the commission?]

I don't understand that CIVITAS is only for cities. In France, transports depends most of the time of an agglomeration (group of cities). We are a French group of 28 cities, so I hope that it's not only two cities.

Marcel Rommerts France is a special case, so I cannot give a clear yes/no answer on that question. Send an email to tren-civitas@ec.europa.int to discuss your particular case.
Jarle Wanvik Could INTEREG and CIVITAS work together?
Marcel Rommerts There are certain restrictions to how much public/EC money can be combined. contact your national authorities.
Sylwia Klatka Can one organization prepare a proposal with more than one 'team of cities' and, consequently participate in more than one proposal?
Marcel Rommerts This is legally possible, but usually gives a very bad impression to the evaluators.
Bernard Fontaine Advance question: We are worried about the population criteria in CIVITAS II. We would like to know if cities like Dublin (Ireland) with 0.5 million inhabitants, within 1.1 million in the city region are going to be accepted. In such a case, Dublin would be the lead site.
Maria Alfayate As clearly stated in the work programme the emphasis of CIVITAS II is put of medium size cities. As an orientation it is said that medium size cities are those under 500 000 inhabitants (although, we are all aware it is not possible to define a clear boundary).
   Can a city of over 500 000 inhabitants prepare a proposal for CIVITAS II?
The answer is yes. In fact, the city size will never be a criteria not to accept a CIVITAS proposal. However, proposers should bear in mind that in equal conditions, being the emphasis put on medium size cities, evaluators would normally be inclined to retain proposals prepared by medium size cities.
   Finally, in case a large city decides to prepare a proposal for CIVITAS, in order to have some chances, I would recommend to clearly identify an area of the city where measures are to be introduce. I mean, an area with clear boundaries, since the purpose is measuring the effect of the introduction of the CIVITAS measures (e.g.. historical centre surrounded by old walls, a city district separated by a river, etc).
Andrea Mazza Advance question: One of the targets of CIVITAS II is to involve medium sized cities, do you think that combine a medium-large city (focusing on the city centre) as lead; and a medium one as follower can be a good choice? Usually medium sized cities are not so familiar with such programmes.
Marcel Rommerts I cannot answer that question. We have indicated that we are looking for medium sized cities and have indicated that these are cities with a size up to 500 000 inhabitants. I recommended not to 'play' with the definitions.
Selecting Partners and Communities
Maria Mollergren Advance question: Is it a disadvantage to have a partner in an accession country that has already participated in CIVITAS I?

Yes, that's a very important question...

Marcel Rommerts No, it is not a disadvantage. We will look in a special way at applications from accession countries. However, the role of the accession country city should be significantly bigger than in Civitas I.
Maria Mollergren Advance question: Can the local partnership that the the local authority in a city forms also involve partners outside the municipality of the city?
Marcel Rommerts Yes, if they have a relevant role to play.
Françoise Gerey We are looking for partners (see www.cacvb.com), where could we find a list of cities interested in CIVITAS II?

I saw the presentations of the cities last week in Brussels. None of the cities told the audience, what kind of partner they were looking for. I will have a look at the partner search on the Managenergy site, good idea!

Katy Hall You can use the ManagEnergy Partner Search facility to add your details to this site and/or find details of others looking for partners. CIVITAS reports, including Partner Search details are listed on the CIVITAS index page of this site.
Tobias Kipp Is there a promising way for SME to participate in CIVITAS II, for example project management or scientific support?
Marcel Rommerts You have to get in touch with people that are preparing proposals, using one of the methods suggested above.
<ganavis> In our city there is a private company that runs the city buses. Can it participate in CIVITAS if it has an agreement with the local authority?
Marcel Rommerts Proposals need to be prepared by local consortia that are led by the municipality. Such a consortium could include a bus company.
Project Categories and Topics
Françoise Gerey Is it an obligation to have clean vehicles? If a city does not have those vehicles, it will be impossible for it to participate because of the investment required to do so.
Marcel Rommerts Yes, it is mandatory.
Jarle Wanvik Has anyone tried out an urban public transport programme, which included taxis as well as car sharing?

Françoise Gerey We have only included taxis in urban transport (not car sharing).
Jarle Wanvik We are looking for cities planning advanced Public City Bike systems. We are interested in encouraging the use of human powered bicycles in cities by establishing of electronic city bike systems, bicycle lifts and other technical facilities for cyclists. In Trondheim we have the worlds first bicycle lift for urban hills. Capacity 300 bikes per hour. Anybody interested?

Jarle Wanvik Yes, we participated in the EU-project UTOPIA. (www.utopia-eu.com) and would like to participate with a new lift in an integrated urban transport system. Can we do that?

Jarle Wanvik

We are looking for cities, which could be interested. Trondheim would like to install 2 more lifts, and I hope to move the city authorities to join the CIVITAS II. We of course want other cities to do the same as project partners. Could installation, testing and evaluation be part of a CIVITAS II project?

Marcel Rommerts Yes.
Participation by non-EU Countries
Tansel Sener Advance question: We've a concortium composed of Istanbul municipality and TUBITAK Marmara Research Center for FP6 Projects. Istanbul Municipality has a company for urban transport, IETT (www.iett.gov.tr) and TUBITAK (www.tubitak.gov.tr) serves as a R&D partner. Can we participate in CIVITAS programme projects to provide Istanbul as an accession city? I think Istanbul with its economic and cultural potential can participate as an accession city from EU candidate country Turkey.
Marcel Rommerts We don't exactly know what the status of Turkey in FP6 is at this moment (and if all necessary agreements have been signed). Look on Cordis or send us an E-mail (tren-civitas@ec.europa.int).
