<Monika> Is it possible to take part in this call for 2003 for candidate countries?
<EC_Bailey> Only for Lithuania, Slovenia, Bulgaria and Romania. All Member States will eligible in the 2004 call (this coming Autumn)
<Monika> Thanks, but I'm from Poland, so we must wait for next call anyway?
<IEE_Berrutto> Monika: yes Poland will be eligible in the next call.
<Winifred> I'm doing a research to see if tour operators can benefit from EU subsidies, would there be subsidies for example when a tour operator sets up energy saving programmes with the hotels they work with or transporters they use?
<IEE_Berrutto> Winifred: you may consider developing your idea into a type 1 action but please keep in mind that you need to have independent legal persons from three different countries (at least) in your proposal.
<DE-peisker> Deadline for 2004 call still in 2004 or spring 2005?
<EC_Bailey> Not certain yet, but probably very end of year.
<Carles_CAT> Will you put the power point of this session on your web?
<EC_Bailey> Yes, Carles, we'll add the Powerpoint (PPT) files and we'll also add VOD (video on demand) of all the presentations.

<DE_peisker> Are only partners of policy/legislative area eligible as subcontractors or also partners from semi-commerical sector such as chamber of commerce or similar private organisations.
<EC_Bailey> Any legal body or person (but not physical person) is eligible for sub-contracting - and it's very much in the interest of a principal contractor to ensure that its sub-contractor can provide the services required reliably, because of course it's the partners who are responsible for performance!
<DE_peisker> Thanks for clarifying.
<carles_UniGirona> For public universities the EU contribution is also 50% or its 100%?
<IEE_Berrutto> 50% also for universities.
<ES_monedero> One question, Is it possible to subcontract project coordination cost?
<Christine> Is an external audit now obligatory in IEE?
<EC_Bailey> Christine, if no externally audited balance sheet, then (young companies etc) a proper business plan as submitted to banker's etc.

<carles_UniGirona> Are costs of permanent staff eligible for Public Organisations?
<EC_Bailey> Carles, yes, staff costs are eligible for all organisations, direct when actually performing or co-ordinating the project, indirect for secretarial, managing etc - see Waltraud's slides or presentation
<carles_UniGirona> Thanks, I was attending a phone call and I miss that slide.
<FR_Gaiddon> Can you clarify the new method for the calculation of indirect costs (7%FR?)
<UK_ameli> Actually is it and advantage and do those projects that have partners from different countries (not the same) have any priority?
<HUCorina> The question of Ameli is very interesting.
<comes_italy> Exactly, is the "different countries involved" point of advantage?
<IEE_Berrutto> General actions need at least 3 different countries (eligibility criterion). If you have more, you won't necessarily be prioritised. Certain topics require more geographical coverage than others.
<RO_Amilandru> I think that it could be better to have more than 3 partners from different countries (8-10).
<IEE_Berrutto> The number of Partners is not an evaluation criterion per se. The evaluation will look if the proposal has the right partners to achieve its objectives. If the proposal aims at facilitating the implementation of a Directive, then of course it is better to have a good coverage and a critical mass of countries.
<IT_Toufic> Hello, I would like to know under which VKA a project with Mediterranean area can be submitted (Altener is OK??). We have build a consortium (Italy, Germany and Lebanon) and would like to propose a pilot project in promoting intelligent energy in Lebanon. Is Altener OK?
<IEE_Berrutto> Lebanon is not eligible for Altener funding.
<IT_Toufic> Ok ... under which fund Lebanon can be eligible, thank you?
<IEE_Berrutto> I suggest you check the future calls for proposals under the COOPENER heading but the present COOPENER call focuses on Africa.
<IT_Toufic> Yes in fact I noticed that, I presume also that Synergy is not under this call, and Lebanon also is not eligible under SAVE or other actions. Thank you for the information.
<RO_Amilandru> Can a project regarding the regulation (technical and financial) of heat and electricity produced in CHP plants be included in VKA3?
SAVE/ALTENER
<Christine> Can you tell us how man contracts you intend to sign within Altener for this call?
<EC_Bailey> The call gives a goal of 80 projects, but this is not a fixed number, just an estimate.
  Sorry the figure of 80 is meant to apply to all the VKAs, perhaps this is not so clear. In any event, as in the past, the final result in number terms will depend on quality of eligible proposals received
<S_anders> Is it possible to combine Save and Altener in the same application i.e. energy efficiency in public buildings and district heating actions?
<IEE_Berrutto> It is recommended to take RES issues into account when addressing energy efficiency topics (and vice versa) but you cannot combine SAVE and Altener proposals. If you're tackling a transversal issue, I suggest you look at horizontal key actions.
<S_anders> Confusing, so it's OK to combine i.e. VKA1 (Buildings) and VKA 6 (RES Heat)??
<IEE_Berrutto> Having given the matter some additional thoughts, I think my answer was maybe confusing - Yes you CAN combine SAVE and Altener topics.
  S_anders: could you please confirm that you have taken note of the above comment? Thanks. this is to make sure that we understood each other.
<S_anders> Yes I think I have got it. It can be possible to combine different actions if it is necessary for the project and gives added value
STEER
<SEA_London> Has there been any discussion on how many STEER bids they are expecting at this stage?
<IEE_Berrutto> Not to my knowledge
COOPENER
<SE_Mangold> Hello, Chalmers University of Technology is interested in COOPENER projects together with the sub-Saharan country Gambia.
<EC_Bailey> As you see, the sub-Sahara is the precise DC area being targeted by COOPENER. Bill Gillett will answer queries on COOPENER at william.gillett@ec.europa.int
<jmsers> We CIRAD plan biomass projects under COOPENER in Cameroon and Burkina Faso, is anyone interested ?
  I feel training is a key issue under COOPENER
<EC_Bailey> Yes as Bill said, training in Coopener, give that there is no hardware component, will be a focal point. There is a crying need in Africa and a lot can be done by 'multiplying' with a relatively modest resource.

<SE_Mangold> Is anyone interested in COOPENER and sustainable energy policies in Gambia?
<jmsers> CIRAD is a research centre (2000 people of which 600 scientists abroad in DC) in agronomy, and has some activities in the field of biomass and of course CDM issues.
  CIRAD is not very present in Gambia but we are very present in Africa: tell me you plan ?
<SE_Mangold> The Gambian government want to set up Eco-hotels for Eco-tourism but need education and regulations for sustainable energy services.

<EC_Bailey> There you are - re Gambia. Only Maghreb and Mashrek, Mediterranean North coast of African continent are not addressed by COOPENER - I've typed it in case of audio problems.
<DE_peisker> The definition of subcontract is different under COOPENER?!
<EC_Bailey> Due to the lack of capacity locally, and above all resources, in a typical COOPENER project the African partner/s would probably be sub-contracted i.e. paid 100% by one of the European (principal) contractors.
<DE_peisker> But African partner can do substantial work not only out sourced services, as it is usual for subcontractors in the other parts of IEE?
<EC_Bailey> Yes, in COOPENER the African partners should not simply be providing non-energy services but doing something substantial, the problem being that they could almost certainly not find the 50% co-finance, hence the sub-contracting.
<Pt_fons> What is the budget for COOPENER in 2004 and how many African countries is desirable to involve?
<IEE_Berrutto> CORRIGENDUM adding all budgets we come to 6 mio Euro for the 1st call of COOPENER.
  Estimated budget for COOPENER 2003 = 1.97 mio Euro

<Pt_fons> Vincent thanks, but how many African countries it is desirable to involve in a COOPENER?
<IEE_Berrutto> No minimum requirement in terms of number of African countries, which shall be involved
CALL FOR PROPOSALS 2004
<DE_peisker> What's about the Target areas in 2004 call
<Monika> What about the next call!
<EC_Bailey> We don't know yet, except as for the general conditions in the overall work programme.
<Monika> Will the rules talking now about be eligible during the next call?
  Will all the rules eligible for the next call 2004???? in the next call will be the same rules?

<EC_Bailey> The basic financial rules and eligibility conditions etc., Waltraud is going through now will not change, but sometimes there are changes in the detail - which are then always included in the 'General conditions' attached as 'annex 2' to each contract.

<IEE_Berrutto> Corina: please be more specific (what kind of projects, actors etc?)

<EC_Bailey> We very much prefer 'acceding Member States' or 'acceding and candidate countries' if you mean the '10' + Romania and Bulgaria of course. But this is not an order! 'CEE' had enough of that not so long ago....
<HUCorina> You are absolutely correct; and I'm Romanian.
<EC_Bailey> The old abbreviation used in EU circles and programmes was PECO from the French and in English 'CEEC'. Now we're all just one big family, klein aber fein as Christine said; and it is to be hoped reasonably happy most of the time ;-)

Are U interested in this call 2003 in any project? Poland can't take part in this call, but maybe with your company?

<HUCorina> I'm from Hungary so from Autumn 2004 we can imagine something. What are the chances for small but energetic private consultancy?
<Monika> I represent a private consultant company too. I do have your email in mind! till Autumn now!

<EC_Bailey> Ameli, no specific mechanism, you can do it however you prefer. At the ManagEnergy conference we shall again this year organise 'partner search' facilities - and of course as you see even if you can't be there physically, the chat offers some modest opportunity to locate potential partners. At this years ManagEnergy conference (provisionally October, we will try to optimise these facilities, learning from past 3 yrs).

  Well, here in university of Newcastle we've defined a project for intelligent energy and looking for possible interested partners.

<comes_italy> Ok. Through our society we are working on a project about restoration of rural houses and lands (total 170 hectares). It is all based on renewable energy resources and efficiency (bio-mass and solar). The total investment is of 10million Euros. We have also other curricula projects but at the moment this is one of our priorities. In any case I hope to hear something from you Ameli in the next days.
<UK_ameli> Thanks Comes. Eventually I believe ours is really close in concept to yours. We are working on distributed CHP systems using formal and renewables.
