This online chat on Intelligent Energy - Europe on 28 November 2003 was organised as part of the interactive virtual event that took place in parallel with the Information Day in Brussels. <GB_Gorton> Does the Intelligent Energy Programme include technical calls as well?
Ronald Bailey

No. The programme addresses the market; it speeds up energy policies by supporting non-technical projects.
Håvard Malvik No; this is a non-technological programme
<HU_edocs> I have a question: what do you mean by "no demonstrations and R&D"?
Ronald Bailey

No demo and R & D means that, as indicated in the following slide, IEE cannot co-finance investment in plant, development, or other hardware, but is aimed at supporting cross-frontier projects which aim to attack non-technological, ie market and communication, barriers.
   Actual research (short or long-term) and the development of results thereof is also excluded: this is for the Sixth Framework Programme (FP6).

<HU_edocs> Thanks, this means that ALTENER and SAVE have significantly changed, do I understand it right?
Ronald Bailey Well no in fact, ALTENER and SAVE were always non-technological and the basic definition was the same. The key areas are now more focussed (e.g. buildings etc), but the basic programme scope is unchanged: no hardware!
<HU_edocs> I see. So my assumption that ALTENER used to finance RES demos is wrong.
Ronald Bailey Yes, 'fraid so. You have to use the FP6 for this: go to www.cordis.lu/fp6/ or contact the FP6 National Contact Point in Budapest (they are all identified on line at: www.cordis.lu/fp6/ncp.htm)

<HU_edocs> One more question: do you have information about which countries from the CEECs (e.g. Hungary) will join the programme?
Håvard Malvik Hungary is not eligible for the 2003 call.... Sorry...
<HU_edocs> This is what I have been afraid of... ...what about Slovakia?
Håvard Malvik Only Lithuania; Slovenia; Romania and Bulgaria are eligible for the 2003 call. No answers from Poland so far. The rest of Eastern Europe is not eligible.
<HU_edocs> What is the reason for this? (e.g. Romania and Bulgaria are in the second round of recent enlargement).
Håvard Malvik We will address on who is eligible and the reasons in the session: administration and financial arrangements. [See the presentations and video from the info days for details].
<GB_Gorton> Is Concerto not part of the IEE?
Sylvain de Royer No. The Concerto initiative is part of the Sixth Framework Programme of research.

<HU_edocs> Will you deal with the question of when and which CEECs will be eligible for the IEE programme?
Håvard Malvik In the 2004 call we expect that all accession countries are eligible - more details later. [See the presentations and video from the info days for details].
<DE-Peiske> Are all ALTENER/SAVE/STEER proposals in competition during the evaluation?
Ronald Bailey Herr Peiske - what do you mean by 'in competition' please - it's true that in the new programme (unlike the usual practice in the old ALTENER/SAVE calls) calls may be limited to certain sectors: eg the coming one (deadline 31 March 2004) for ALTENER will be limited to RES electricity and RES heat.
<DE-Peiske> Will you fix a ranking list of all ALTENER/SAVE/STEER proposals and then have a cut at a distinct score?
<sp_julio> When will it be the information day IEE in Spain?
Håvard Malvik Information day in Spain will be 1 2 3 December - details in next session.
<RO_consta> Is there going to be an IEE in formation day in Romania?
Håvard Malvik Romania - not set yet probably in January.
<RO_consta> But they do not know the date they will come to Romania?
Håvard Malvik Remember that Czeck Republik, Estonia, Hungary, Latvia, Slovakia, Malta and Cyprus is not eligible under the 2003 IEE call.
<HU_edocs> Thanks, we know it now. Though I doubt that real improvements can be achieved without this half of the continent since we are talking about the environment... ...will these countries be automatically be eligible after the accession? e.g. in 2004?
Håvard Malvik Yes, they will be. The 2004 call will probably be launched in the summer of 2004 - we will SAVE the environment then...
<EST_Jaan> When is the EiE 2004 call intended to be launched, when Estonia can join?
Håvard Malvik The call for 2004 will be after 1 May 2004.
<HU_edocs> Call 2004 being after May means that Hungary and the other second-rounders will be eligible??
<GB_Gorton> If you are let's say in Hungary and start a project, will you be able to get IEE funding for it in the 2004 round or not?
Ronald Bailey Apparently not in 2004. Sorry again.
<HU_edocs> Just one question I missed the answer last time because of technical problems: Is is theoretically possible that our government rejects the signing of the contract to the IEE programme during 2004, or they must do so once in the EU?
Ronald Bailey As from 2004, the (new MS) national governments have nothing more to say: if you are successful, then you get the co-financing. In other words, there is no filter at national level, only info and advice.
<HU_edocs> Thank you, I understand...we will be back in 2004!
<GB_Gorton> Re UK, no day planned, or in Germany, as we just heard. You need to cold contact UK info point for IEE, should still be Mike Brook in DTI or a colleague.
<D_beste> Will national info sessions also be on the web?
<FIJPI> Tools for the take-off of the buildings directive (Attention: partly Call for tenders!) Open call for tenders perhaps?
Ronald Bailey The tenders will be included in the working programme, which will be online next week. Implementation of the Buildings Directive is indeed a priority (has to be complete by end 2005).
Ronald Bailey The speaker (Waltraud Smid) is answering on the tenders right now - confirms list of tenders in working programme, and in following official journal the very brief 'prior notice' - then the full call for tenders will follow in January (this will be for professional campaigning where proven and successful PR experience and the necessary structure will be necessary. The deadline will be tight - in any event earlier than the Call for Proposal deadline of 31 March.
   She now reminds us that for the small 'subventions' ('grants') there will always be two calls every year at 6 month distance +/- and the former limit of 40 000 € will still apply, at least in the immediate future.
   Speaker is answering a question re 'ideal' size of teams and impact of smaller/larger on chances of acceptance: average seems to be 6 to 8 partners but it is very much a question of the action concerned, and of course the 'European dimension' is a major criterion for scoring, as we heard this morning. In some cases this could mean a smaller team, depending on the scope.
<FIJPI> Is there website to check the open call for tenders?
Ronald Bailey Everything will be published on the IEE website in the middle of next week - check the IEE call for 2003.
   NB: all the exact titles of the various Calls for Tenders will be published in January: the preliminary notice is always very short and general - a legal requirement.
<FIJPI> What could be the average project (contribution from IEE)? Average in Euros I mean?
Ronald Bailey Average co-financing could be roughly between about € 300K and € 600K, but this is only on basis of past experience.
COOPENER
<Ger_Piat> I am looking for a contact person, because my company wants to become grants from the Coopener programme, can someone help me?
Håvard Malvik William Gillett is the contact person for the Coopener part of IEE
<Ger_Piat> My company have a renewable WIND/DIESEL project on an Island in the Southern UKRAINE Do you think my project can receive grants from the Coopener Programme.
   What should I Do to receive grants, if there is a possibility??
Håvard Malvik No only sub-African Sahara is eligible
Sylvain de Royer It seems to be a research project?
<Ger_Piat> Not really a research programme, this application does exist on other Island in the World
Sylvain de Royer This type of activity is not included in the priority of the IEE programme
<Ger_Piat> So I have for my Project in the Ukraine no chance to receive grants???
Ronald Bailey In practice that's right, the non-candidate countries of Eastern Europe are not eligible. They could be included in a project but it would have to be shown that the benefit of the Community co-financing was not going to be extended to them, in other words Ukraine would have to self-finance, which is unlikely to be very appealing!
Sylvain de Royer Coopener is aimed to develop local policies, knowledge and skill to provide energy services in developing countries. That will be presented later on.
<Ger_Piat> Many thanks for your answer. I thought they could be a possibility with the Coopener programme. I think I will try to make contact with Mr Gillet.

<D_beste> When is South America to be expected into the Coopener calls?
Ronald Bailey The priority fo the first call is sub-Saharan Africa - so later South America might be eligible but not immediately.
SAVE / ALTENER
<GB_Gorton> How can we build up a consortium for ALTENER? How many partners do we need? Or can it be local?
Ronald Bailey Agencies and other advisory bodies can often help to find partners, and on the ManagEnergy website you can use a partner search once you have the basic project idea of course. Any IEE project must include at least three partners from two Member States or other eligible countries (EEA or certain acceding/candidate countries).
Håvard Malvik Minimum of partners would be: 3 independent legal persons from 3 different participating countries.
<RogerS> Is this on local grass roots travel bids?
Ronald Bailey Roger, sorry I don't follow 'local travel bids' because my chat was interrupted so I missed it, apologies.
<FIN_Sam> Hello, I'd like to ask that are the new accession countries applicable as partners for the coming rounds of Save and Altener.
Håvard Malvik Only Lithuania, Slovenia, Romania and Bulgaria and maybe Poland

Håvard Malvik In the 2004 call we expect that all accession countries are eligible - more details later.
<HU_edocs> I have a question concerning a concrete ALTENER proposal.

HORIZONTAL AND VERTICAL KEY ACTIONS (HKAs & VKAs)
<F_Kreitz> Is it possible to submit horizontal key actions on subjects which are not open now? For example could PE labelling on EE appliances included?
Ronald Bailey Only HKA 3 & 4 will be open in this forthcoming call
<F_Kreitz> Could Public Lighting be a subject of the first call?
Ronald Bailey Re public lighting: only if the project falls within the 1st Call priorities - for instance if associated with a 'shining example' public building or complex...see SAVE VKA 1
<F_Kreitz> Thank you very much. If I understand it well, monitoring for equipment is next year?
Ronald Bailey Yes, not in the 2003 call - it will be SAVE VKA 4 as said.
<FIJPI> Key Action VKA3: Innovative approaches in industry. How is the Industry defined?
Ronald Bailey 'Industry' will certainly be taken in the widest sense to mean any organised productive process - including of course light industry and service industries.
   See slide 'key actors in VKA 3': utilities such as generators and district heating providers, etc would certainly fall within the definition.

Ronald Bailey <UK_kirk>, you could try the partner search facility on the ManagEnergy website

Ronald Bailey Kirk, in principle yes, of course subject to evaluation, but you would need partners in two other Member States or other eligible countries.
