| Who initiated CIBARQ4? Department of Bioclimatic Architecture of CENER, Renewable Energy National Centre of Spain. |
| What is CENER? The Renewable Energy National Centre - CENER - is a technological centre created to impulse and encourages the use of Renewable Energies in Spain. The Centre is solely used by public organizations, and its legal form excludes it from making profit. CENER, as foundation, is an organization with a double purpose:

| The Technical Area of CENER is divided in four departments. Each one is subdivided in groups that develop complete technical lines. These departments are: Wind Energy, Solar Power, Biomass Energy, and Bioclimatic Architecture. |
| What is the aim of CIBARQ4? The main aim of this conference is to think, in a critical way, about the current model of cities and about the architectural tendencies, which will be studied from the point of view of the global energy, in order to propose a more energy-efficient architecture and to analyse models and management tools that make the future urban structures much more sustainable. |
| When & Where will it take place? On Thursday the 7th and Friday the 8th of October of 2004, in the city of Pamplona, the capital of the region of Navarre, in Spain, at its new Conferences and Concerts Hall. |
| Capacity The event will have an audience of 450 people, among architects, engineers, public and private developers, etc. |

| Structure of the Conference |
| The Conference structure consists of an introduction and three thematic sessions. During each section there will be critical and theoretical lectures, as well as technical lectures which will be more practical. The four sessions are as follows: |
| INTRODUCTION: ENERGY, ENVIRONMENTAL AND ECONOMIC PROBLEMS. EUROPEAN DIRECTIVE OF ENERGY EFFICIENCY. KYOTO PROTOCOL AND ARCHITECTURE. ACTIONS AND VISIONS FROM THE EUROPEAN UNION The Conference will give an overview of the energy and environmental problems that the whole world, and especially the European Union, suffer, and the influence of this problem in the building sector. |
| THEMATIC SESSION: CITY AND ENERGY The current model of cities and their interfaces with energy problems will be analyzed in a critical way. This session will also discuss "Criteria and strategies for a new urban and environmental planning"; "Demography, urban ecology and energy flows"; and "Infrastructures for energy supply". | THEMATIC SESSION: ARCHITECTURE AND ENERGY This section will study energy and environmental performance in contemporary architecture and it will suggest a new framework between architecture and energy. Lectures will show different ways of approaching architecture with the same goal of making good buildings integrated into their environment, respectful of nature and with the people using them, and energy efficient. Examples will be shown of different scales and different climates. | THEMATIC SESSION: ENERGY, MATERIAL AND TECHNOLOGY This session will analyse how the use of materials and technology contribute to the energy efficiency of buildings. It will discuss materials, construction solutions and especially the integration of renewable energies in urban and building designs.
