Second Seminar on City, Energy and Environment in Latin America - IDAE, Spain

Summary
The IDAE has carried out, in the framework of the OPET contract for the period July 2001 to June 2002, a set of actions aimed at the deployment of energy technologies within the Spanish territory and at the increase of co-operation with other countries, notably in Latin America and Portugal, where strong links exist.

As in previous periods, priority has been given to the reinforcement of the links and co-ordination between the Spanish local, regional and national agencies and, at the international level, to boost the transference of energy technologies and know-how in other countries (especially, Latin America and other EU Member States).

The action implemented was the celebration of the second seminar on City, Energy and Environment in Latin America, held in the Municipality of Lima (Peru) on 11-12 June 2002, which followed a previous action carried out during the year 2000 in the framework of the OPET network, in view to intensify the co-operation between the European Union and Latin America in energy-related issues.

Context
The so-called "City, energy and environment" network, which incorporates a number of Latin American cities, has been expanded thanks to the seminar, where new members have been attracted and where new activities for the coming year have been proposed.

The seminar was co-organized by the Municipality of Lima (Peru), which offered the facilities and invited a large number of participants, in particular from other Latin American cities. The other Latin American participants also collaborated in the identification of the attendants and in the organization of logistics. The seminar focused on local governments and on company managers in Latin America.

The seminar took place in the Municipality of Lima (Peru), in a Congress Centre (Salón de Sesiones, Jirón de la Unión nº 300, Lima) owned by the City Council on 11-12 June 2002.

The seminar focused on the following issues: networks of cities, efficient lighting, RUE and RES technologies in public buildings, traffic and transport, competitiveness & the rational use of energy and project financing. The selected topics reflected the main interests of the Latin American countries, where congestion and high urban pollution are the most relevant problems that they encounter.

Lessons learned and replication potential
There is a high degree of willingness to acquire know-how on energy issues across the Latin American countries.

There is a great potential for the penetration of modern European energy technologies in Latin American countries.

Organizing seminars is a very effective dissemination tool for the transfer of know-how and good practice. The long experience of IDAE in organizing this type of events guaranteed the success of this action. These actions are easy to replicate in other Latin American countries.
