Promotion of high efficient electric motors Motiva Oy, Finland

Summary
About 70% of electricity used in industry is consumed by electric motors. The introduction of energy efficient motors allows significant energy savings and operating cost reduction in most industrial sectors. A studie on m arket potential of high efficiency electric motors and comments from industrial companies, researchers, motor manufacturers, experts and consultants resulted in a country report for Finland.

Guidelines on high efficiency electric motors' procurement were produced by studying 10 industrial companies. The guidelines include a recommendation document and a background report including short term national drives –potential, calculation formulas, examples, results and graphs. An abstract of the report in English was also produced. The procurement guidelines (report and recommendations) can be obtained from Motiva's website www.motiva.fi.

Finnish motor manufacturer ABB Motors now uses EFF1 high efficiency electric motors as part of their marketing and promotional activities.

These activities were part of an OPET CHP/DH project -Work Package on Energy Efficiency in Industry. Project participants include: Motiva, IJS of Slovenia (Project leader), and ADENE of Portugal.

Context
Development and promotion of high efficiency electrical motors copes with the Kyoto Climate Agreement on reducing CO2 emissions. Generally motors constitute of 65-70% of the whole industrial energy consumption. Introduction of energy efficient motors allows significant energy savings and reduces operation costs.

Motiva had participated in IEA DSM Agreement Annex III pilot project. This project aimed at developing multi-national cooperative technology procurement processes for energy efficient products. Besides that, Motiva has actively initiated and participated in technology procurement competitions and high efficiency motor related projects (MCP Dexa) and activities (public procurement guidelines). The Finnish company ABB Motors won the 2001 IEA Hi-Motors Competition, aimed at developing the most energy efficient electrical motor ever. H igh efficiency electric motors (EFF1) are part of ABB's core marketing and promotional activities.

Most stakeholders were involved in the project – industry energy managers, motor manufacturers and retailers, local and regional energy agencies, and consultants.

Overall objective is to define technical and economic potential for reducing electricity consumption of electric motors and drives, definition of standards for eligible motors – high efficiency motors and start information campaign on higher use of energy efficient motors and drives.

Process
Market potential of high efficiency electric motors in Finland was studied. Based on this study and comments from industrial companies, researchers, motor manufacturers, experts and consultants a country report was produced.

Guidelines on high efficiency electric motors' procurement were produced based on analysis of electric motors procurement guidelines of 10 industrial companies. An abstract of the report in English was also produced. The recommendation document is used for promotion (as a brochure) of the high efficiency electric motors and procurement guidelines. A PowerPoint presentation for training and promotional use is available. The procurement guidelines (report and recommendations) and PowerPoint file can be obtained from Motiva's website www.motiva.fi.

In conjunction with the annual reporting procedure of voluntary energy conservation agreements in the industrial sector, 150 companies were asked for their procurement recommendations for EFF1 electric motors. Of these, 56 use general procurement guidelines and 18 companies had procurement recommendations on electric motors, e.g. EFF1. Finnish motor manufacturer ABB Motors has taken EFF1 high efficiency electric motors as one of focal areas in their marketing and promotional activities.

High efficiency electric motors ‘EFF1' were presented in Energy '03 exhibition in Helsinki 15-17 October, 2003. Presentation on high efficiency electric motors was held in Voluntary Energy Conservation Agreements in Industry Seminar 30.9.2003 organised by the Confederation of Finnish Industries.

Dissemination activities
In addition to the dissemination through Motiva's website, other dissemination tools have been used. Articles on high efficiency electric motors have been published in Motiva's newsletter Motiva Xpress (circulation 6500) in March 2004 and in professional energy journal Energia (circulation 10.000, issue 2/2004). Procurement recommendations of high efficiency electric motors are used in direct contacts with industries.

Related activities and future prospects
Finland's Environmental Administration has published a report on environmental issues in public procurements. The report is available at their website's sustainable consumption and production section www.ymparisto.fi.

The Motor Challenge Programme has published European Copper Institute's report on high efficiency electric motors on their website. Motiva participates as a partner in an EIE project MCP Dexa together with similar actors of other member states. The aim is to speed up the uptake of HEE motors.

Energia exhibition in October 2004 in Tampere, Finland focused on high efficiency electric motors as one of the main topics.

Lessons learned and replication potential
Involvement of all relevant stake-holders in the development and realisation of a project is very important, as illustrated by involving several Finnish companies, by requesting their own procurement guidelines for improvement. This improved quality of the project and stimulates application of the guidelines.

Technology procurement with pre-defined buyer groups is an effective market-transformation tool used to stimulate the commercialisation of new products that meet specific functional requirements, including energy efficiency, not fulfilled by existing products on the market. The methodology can be used on different technologies and versatile products internationally and nationally.
