On 6 April 2005, the Commission adopted a proposal for the continuation of the Intelligent Energy - Europe programme during the period 2007-2013, as part of the Competitiveness and Innovation framework Programme (CIP). CIP provides a response to the call of the renewed Lisbon strategy for bigger, simpler and more visible and targeted Community tools. CIP brings together several existing EU activities with proven and successful track record that support competitiveness and innovation, notably eco-innovation and the sustainable use of resources. CIP has three main pillars: the Entrepreneurship and Innovation programme, the ICT Policy Support programme and the Intelligent Energy - Europe programme.

This programme has been set up to implement the strategies outlined in the Green Paper on Security of Energy Supply based on Renewable Energy Sources and Energy Saving.
The Decision of the European Parliament and of the Council adopting the mulitannual programme "Intelligent Energy - Europe" (2003-2006) was taken on 26 June 2003 and was published in the Official Journal of the European Union on 15 July 2003 (OJ, L 176, p29-36). It entered into force on 4 August 2003.
The global work programme for Intelligent Energy - Europe as well as the Annual work programme 2003 were adopted on 1 December 2003. The documents are available on the website of the IEE programme.

The European Commission is currently preparing the third call for proposals under the Intelligent Energy – Europe programme (IEE), the European Union’s support programme for the promotion of energy efficiency and renewables. The call for proposals is likely to be published towards the end of September this year and an Information Day will be organised in Brussels in early October. The call will be open until early 2006.
Most thematic areas of the global work programme 2003-06 will be open for proposals. Approximately 50 million Euros of financial support will be made available for projects focusing on energy efficiency, renewables, intelligent use of energy in transport, and cooperation with developing countries on these issues. IEE grants will also be offered for cross-cutting horizontal actions and for the creation of energy agencies.

The IEEA was set up by Decision No 2004/20/EC and started operation in early 2005. It is responsible for implementing the Intelligent Energy - Europe programme, except for programme evaluation, monitoring of legislation and strategic studies, or any other action which comes under the exclusive competence of the Commission. This includes the following tasks:
