New Opportunities for Local Energy Actors

This plenary event involved key speakers to support our aims to guide and assist local and regional actors as they take on the challenges offered by the Covenant of Mayors. As in previous years, Andris Piebalgs, Energy Commissioner participated in the ManagEnergy Plenary event, making the presentation to the winner and runner-up of the ManagEnergy Local Energy Action Award.
The ManagEnergy plenary conference programme featured:
- New financing for local energy actors: A presentation from the European Investment Bank (EIB) on its new EUR0 15 Million Technical Assistance Facility available to cities and other local energy actors for financing energy efficiency and climate mitigation measures
- Dynamic panel discussions on key issues related to effectively promoting energy efficiency and tackling climate change at the local level, including leaders from 'best-of-class' cities and local energy agencies
- A presentation from the EC Joint Research Centre on a number of methodologies for monitoring CO2 emissions, and the strengths and weaknesses of different approaches
- A presentation on the new ManagEnergy programme and services for local energy actors that will be launched by the European Commission in 2009
- The Local Energy Action Awards Ceremony, honouring good practice in local energy efficiency and renewable energy actions

The Covenant of Mayors is the ambitious European initiative bringing together the mayors of Europe's pioneering cities who commit themselves to achieve and go beyond the European 3x20% energy and climate goals. The Covenant signatory cities aim to reduce their CO2 emissions by more than 20% by 2020 via energy efficiency and renewable energy actions. The implementation of a sustainable energy action plan should help to deliver these objectives.Momentum for the Covenant of Mayors is gathering pace and by 10 February 2009, 372 cities from thirty countries had signed up for the Covenant of Mayors and a further 104 cities had expressed an interest. On 10 February 2009, all signatory authorities, together with top representatives of the EU institutions, attended this prestigious, high visibility signature ceremony, which took place in the European Parliament’s Hemicycle in Brussels and was one of the highlights of the 2009 EU Sustainable Energy Week in Brussels. On the same day, the Covenant of Mayors Office launched its new website: www.eumayors.eu and in the two weeks following the launch, a further 70 cities had joined online. The Ceremony was followed on 11 February 2009 by the plenary session of the ManagEnergy Annual Conference (see below) which provided information on the New Opportunities for Local Energy Actors offered by the Covenant of Mayors. |

Local Energy Planning (Part I) - Tools and Methodologies for Cities & Local Energy Actors

This ManagEnergy training session is primarily based on tools, methodologies and practical experiences from the 3-NITY project, funded under the Intelligent Energy Europe (IEE) Programme, and comprised a 3-fold approach to sustainable energy planning at local level). The training session on 12 February will tentatively be followed up by bilateral coaching based on participants needs.

- Under the EU's new Competitiveness and Innovation Framework Programme (CIP) a total of 430m€ is available for eco-innovation. This is available through different instruments, one of which the support to first application and market application projects especially reaching out to SMEs: CIP Eco-innovation projects. These projects support products or processes which have already been successfully demonstrated but due to remaining risks need incentives to penetrate significantly the market. The next Call for Proposals is planned for April 2009.
- The new Waste Framework Directive 2008/98/EC sets the EU's waste recycling targets for household and similar waste (50% for at least paper, metals, plastics, and glass coming from this waste stream) and for construction and demolition waste (70%). For the first time, it defines the five-step waste hierarchy - prevention, reuse, recycling, energy recovery and disposal - into EU law.
- The European Commission has proposed an Action Plan on Sustainable Consumption and Production and Sustainable Industrial Policy (SCP-SIP). The goal is to create a virtuous circle by improving the environmental performance of products throughout their life cycle, promoting and stimulating demand for better products and helping consumers to make better choices.

Helping municipalities to work in the framework of the Covenant of Mayors

The Open Days organised by the Committee of the Regions and Directorate General for Regional Policy took place from the 6-9 October 2008 in Brussels.
4000 people were expected to visit the Investors Café. It acts as a unique forum for communication and meeting place between private and public companies and regions and cities, enabling them to discover the rich diversity and economic attractiveness of European regions/cities and to identify investment and job creation opportunities. The investor's café was organised among four thematic priorities, one of them being "Sustainable development: regional answers to climate change (including energy)"
A wide range of seminars were organised by partners regions and in the framework of the Investors café.
ManagEnergy organised a workshop in the framework of the Investors' Café thematic village "energy" on "helping municipalities to work in the framework of the Covenant of Mayors". The workshop took place on the morning of 8 October 2008.

The conference provided evidence from some of the most inspiring European regions that have implemented highly successful sustainable energy programmes to support the local economy. Speakers presented iconic energy projects from regions including Navarra (Spain), Samso (Denmark), Gussing (Austria), Apeldoorn (Netherlands) and Gothenburg (Sweden). Delegates learnt about these exemplary projects and debated how this best practice can help with their own ambitions of achieving low-carbon competitive regional economies. Speaker Presentations
The implementation of EU policies and directives in the field of energy and transport is often linked with great possibilities and opportunities. Nevertheless, it is also associated with difficulties arising from administrative, legal, technical and practical obstacles. This is a common problem for many local and regional European authorities. The purpose of this conference was to give local and regional representatives an opportunity to discuss this practical work with other European regions and cities to obtain new ideas and inspiration on how to work towards sustainable regions and municipalities. Several EU projects financed under the IEE and INTERREG III B and C programmes took part in the discussions and shared their experience and knowledge. Training for energy agencies and local and regional representatives was also included in the programme. |

"Taking the Commitments to the Streets" - 21-24 March 2007, Seville, Spain
More than 1500 delegates committed to sustainability took part in this event. The Conference built on the success and tradition of European local governments to meet, to exchange and to concretely commit to advancing sustainability in Europe. It followed the series of conferences held in Aalborg 1994, Lisbon 1996, Hannover 2000, and Aalborg 2004.
Participants gained an insight of the progress and achievements in local sustainability in Europe, made through the implementation of the Aalborg Commitments and Aalborg Charter, and thus to foster sustainability in cities and towns.

The leaders of the Valencian Region in this consortium wanted to illustrate the transition of the regions covered by the Objective 1 of the Structural funds to a new category of more developed regions that will be incorporated in the new Objective Competitiveness and Employment. This transition is possible because of our own economic growth and the efficient investment of the European funds we received.

The consultation period for the Draft TAN 8, planning guidance for renewable energy finishes on 8th October, and facilition of responses through the workshops also took place at "Showcase Wales".

In September 2003, more than 250 energy agencies throughout Europe had so far been created with Community support through the SAVE programme. From the experience gained, the Energy Unit of the European Commission Directorate-General for Energy & Transport now has an overview on the reasons for success or failure of the energy management agencies. Training in management of agencies becomes then a most relevant topic to energy agencies, with an even more particular interest for recently created agencies.

Participants benefited from attending this work in a number of ways:
- Understanding what an integrated approach to sustainable energy in the school means, and the benefits that it brings
- Understanding how to facilitate energy educational projects at secondary school level
- Get to know hands-on experiences for students related to sustainable energy in secondary schools
- Understanding of how local energy agencies can contribute to teacher training on energy education within schools

It is recognised that teachers often lack the training in adequately responding to questions related to energy efficiency, renewable energy sources and the rational use of energy. School curricula often do not offer the flexibility to integrate such subjects in teaching. Although many local authorities and private entities employ well trained energy advisors, they often lack the access to the education sector to offer their knowledge and experiences.
The energy education conference during the EUSEW 2008 with the slogan "bringing energy awareness to school" primarily addressed those barriers. The participants discussed the opportunities for introducing energy education into national curricula and the role of a pan-European exchange between authorities, schools and energy experts for enhancing teaching capacities. The aim was to develop strategies that will help actors in the field of energy education to get the subject to the children.

Education Today for Tomorrow's Energy Users brought together key actors involved in bringing quality energy education to the decision-makers and energy users of tomorrow - from educators to national education authorities and local energy agencies. This was the first event in the Sixth ManagEnergy Annual Conference 2007, which this year was part of the EUSEW.
The event included the launch of the 2007 ManagEnergy KidsCorner Photo and Drawing Competition.

The essence of this International Conference was the exchange of new solutions in the form of presentations of the new ideas in renewable energy research as well as the hydrogen and fuel cell technology issues.
The pupils from secondary schools were introduced to the subject by various associations, institutions and businesses. All of them should encourage pupils to look for the prospective use of energy saving practices, renewable energy, hydrogen and fuel cell technologies in the community, regional, and in the business fields.

The symposium "Energy Education: role, actors and tools. European experiences" was organized by the Brussels Institute for Management of the Environment (IBGE-BIM). The aim of the day was to get a general view of Energy Education today and to exchange experiences of different energy-education projects. The morning sessions gave a broad view of what energy education implies. In the afternoon, workshop were held in 3 parallel sessions, each one of them covering 1 level of education: primary schools, secondary schools and adult education. A project fair presented the work of several organizations working on energy education.
This event included a presentation by Mr Gonzalo Molina Igartua, Head of Unit for Demand Management, Directorate-General for Energy and Transport, European Commission on "Who should be the energy educator? The energy agencies, the authorities or the teachers? View of the European Commission".

- The building sector consumes 40% of the final energy in the EU. There is 28% cost-effective potential which can translate into reduction of 11% of the total EU final energy consumption
- To reap this potential the Energy Performance of Buildings Directive was adopted in 2002
- Still, there remains a considerable unutilized potential
- The reinforcement of the EPBD is a strategic objective of the Commission for 2008
Wednesday 31 January 2007, an EU Sustainable Energy Week Event
The status of the EPBD implementation is a hot topic. What is the present status? What are the trends? The EPBD Buildings Platform collects all relevant information and keeps up to date with current developments by offering a range of services; short information papers, a helpdesk, FAQ, a publications database, ...
This event, focused on the last progresses in the EPBD implementation: the current status of implementation and the developments to be expected in the future, notably in relationship to the EPBD Energy Service Directive and the EC Action Plan. Also the status regarding to the CEN standards was laid out. In the second part, practical questions related to the implementation were discussed thanks to the presentation of results of EPBD related SAVE projects.
Since this event took place, the EPBD Buildings Platform has been superceded by the new BUILD UP web portal - the European portal for energy efficiency in buildings: www.buildup.eu
This conference was supported by the Intelligent Energy - Europe programme (IEE) and pays specific attention to the implementation of the EPBD (Energy Performance of Buildings Directive). During the whole conference, there was a specific track of EPBD-related sessions covering a wide range of issues, i.e. certification and labelling, existing buildings, European standards, green buildings, training and education, European legislation, long term energy planning.

This conference, which took place in Malmö, Sweden from 14-15 June 2005, was aimed at those working with sustainable urban development in public bodies and the private sector in Europe. The conference was preceded by a separate kick-off event for the UK/Sweden partnership for environmental technologies and sustainable construction.
The programme included workshops and study tours and covered energy, transport, construction and partnership.
European Commission staff and ManagEnergy made presentations at this event and the event was streamed live on the ManagEnergy Internet Broadcast website.
The new EU Directive on the Energy Performance of Buildings (EPBD) acknowledges that a change in strategy is necessary, requiring each Member State to create a clear legislative framework that will deliver the energy saving potential in the building sector. In order to transpose the directive into national law by the beginning of 2006, Member States are facing a whole series of obstacles, such as a lack of awareness and action by the relevant target groups or a lack of transparency and coherence in terms of existing labelling standards. Therefore adapting and implementing national building codes and labelling schemes by national key actors and multipliers represents a considerable challenge for all EU Member States.
The ENERCERT conference hosted by the Deutsche Energie-Agentur GmbH (dena) aimed to help all those involved overcome these obstacles. The conference aimed to enable a concerted effort to be made to improve, promote and implement national building codes and Energy Performance labelling schemes by providing a platform for the international transfer of knowledge and experience. Assessing and comparing national schemes and best practices for the energy performance certification of buildings should foster synergy effects and harmonisation between countries. Providing an overview, exchanging experiences and transferring knowledge on specific labelling instruments should facilitate the definition of national standards and match suppliers of tools to potential users.
dena organised the EnerCert conference in Frankfurt/Main, Germany, with support from the Austrian Energy Agency, the Danish Energy Agency, Building and Civil Engineering Institute ZRMK and the European Commission.

The consultations to prepare a new Green Paper on Urban Transport ended on 4 June with a major stakeholder conference in Brussels, "Towards a European policy for urban transport". The event gathered around 350 participants from all sectors with an interest in urban transport. High level representatives from cities and from the European Institutions presented their expectations of the Green Paper, commented on results of the consultations, and addressed the added value of actions at European level.

Urban transport can significantly contribute to achieving policy objectives in areas such as climate change, energy efficiency, congestion, alternative fuels, modal split, road safety, industrial competitiveness, environment, health and social inclusion. This first stakeholder conference linked to the new Green Paper on urban transport brought together representatives from all the sectors that have an interest in the Green Paper. Representatives from the European Commission outlined their plans for the Green Paper. High-level political representatives from the different European institutions and from European cities will present their expectations. During this conference particular attention was paid to the question of subsidiarity and governance. The conference was closed with an intervention by Commission Vice-President Barrot.

The event gathered actors involved in grid and power market issues, including EU institutions, national public authorities, transmission system operators, regulators, traders and wind farm developers.

As a follow-up, the Commission organises a conference in Brussels on 6 May 2008. The half-day conference, hosted by Commissioners Meglena Kuneva and Andris Piebalgs, will:
- officially present the results of the consultation;
- launch the Citizens' Energy Forum announced in the Third Internal Energy Market Package of 19 September 2007. In parallel to existing fora dealing with electricity and gas markets, this Forum will focus on specific retail issues, and involve all stakeholders in building an EU-wide retail market.
- propose a new approach to informing consumers by means of a European Energy Consumers' Checklist, designed to answer questions about local or regional retail markets. The Commission will prepare a list of relevant questions and invite national stakeholders to provide answers that will form an easily accessible data pool containing comprehensive local information in the consumer's language.
- propose a list of voluntary commitments by stakeholders, aimed at cooperation and improving rights beyond the existing legal framework.

EU Sustainable Energy Week is the reference point for sustainable energy issues in Europe. The events organised cover key topics of sustainable energy and stress the need for everyone of cooperation - from renewable energy sources to energy efficiency, from EU policy to local action, from distributed energy to planning, from technologies to markets, from legislation to behaviour and education, from buildings to transport. In this context it is important to highlight the role of many different actors.
The Strategic Energy Technology (SET) Plan signals the technological breakthrough and is becoming the milestone in the continuing development of European energy policy. It is proposing ways forward while clearly identifying some of the initial barriers to the development of emerging and innovative technologies for cleaner, reliable and sustainable energy across Europe. To ensure success, the Plan requires the support of many stakeholders, including governments, industry, non-governmental organisations and research communities. Equally, it is essential that there is a robust understanding of the major strengths and weaknesses concerning the research environment, investment opportunities, international cooperation and support from industry and utilities in achieving these goals.

More then 60 Members of Parliament and 40 experts from the European Commission, the German Government, NGOs, industry, the media and science discussed during the 2-day conference in the German Parliament the most recent developments in the field of EU policy on renewable energy.
Main issue was the upcoming EU Framework Directive on Renewables which is expected to be tabled by the European Commission in December 2007.
In the coming months, the role of Members of Parliament all over Europe is crucial for the development of an ambitious EU Framework Directive on Renewables.
Therefore, EUFORES asks all Members of Parliament to implement the following activities within their Parliaments:
- Parliamentary Hearings or Committee Discussions on the upcoming Framework Directive on Renewables and the related national Renewable Energy Action Plans (RAPs).
- Parliamentary questions towards their Government on the Directive and the RAPs.
- Raise public pressure and awareness in their country during this crucial moment for the EU Renewable Energy Policy and show the options of implementation in your country.

This half day event focused on presenting and discussing the key preliminary results of EURELECTRIC's project "The Role of Electricity". This project has been undertaken by universities, consultants and experts. It aims to improve the understanding of European policymakers and stakeholders of the positive role that electricity has to play in responding to key policy, market and societal drivers. The project covers the areas of electricity demand, supply and scenarios for 2030-2050.

This conference organised by the European Commission with support of the Finnish Presidency aimed to present the industrial perspectives of current and future biorefineries and to identify opportunities for and synergies among the European stakeholders. The conference provided a forum for a technical review of the state of the art for biomass fractionation and conversion technologies. Furthermore, RTD success stories were described and analysed, and the existing European technology platforms on biofuels, forest-based sector, plants for the future and white biotechnology were presented.

The main focus of the 2006 Conference was competitiveness, with the aim to create a platform to debate this growing issue and our industries' contribution in building competitive and sustainable European energy market. The speakers focused on both market conditions and political framework with particular attention to energy efficiency, emissions trading debate and use of renewables.
This event featured key note presentations on "European energy policy. Only a luxury?" by Andris Piebalgs, Commissioner in charge of Energy and "For a systemic approach to our energy future", Claude Turmes, Member of the European Parliament.

This additional biomass production can only be achieved in the short term with strong and targeted measures and actions in all three sectors (electricity, heat, and biofuels for transport) and a better coordination of EU policies. The Community Biomass Action Plan shall ensure the achievement of this objective.

The event was highly interactive, with many questions, much debate and a lot of networking around the mini-exhibition - the chairmen had to work hard to keep the packed schedule to time.
Among the highlights was the launch of UNEP FI's CEE Taskforce and OTP Bank announced their membership. There was another welcome announcement from the EIB of their increased support for renewables (to reach 50% of all electricity generation investment by 2008) and in particular for the CEE region. The EIB also declared that they were adapting to support financial intermediaries with the resources to evaluate the smaller scale of RES projects.

The aim of this event was to disseminate information about FP7 and the research areas open in the 2008 Calls for Proposals on the themes of Aeronautics (6 February) and Surface Transport (7 February) within the Cooperation Programme, to give details about the main legal and procedural conditions, and to answer any questions.
The second day (7 February 2008) was dedicated to the 2nd FP7 Calls in Transport (FP7-SST-2008-RTD-1, FP7-TPT-2008-RTD-1, FP7-SST-2008-TREN-1 ). Both days also tackled the "Cross-cutting activities" call (FP7-TPT-2008-RTD-1)
Applying for Intelligent Energy - Europe funding is a competitive process, and only the best project proposals will be selected for funding. The European Info Day 2008 gave participants the essential information and advice on how to develop a good project proposal and apply successfully. This event, organised by the European Commission, aimed to provide participants with complete first-hand information and a series of communication tools regarding the Seventh Framework Programme. These communication tools have been tailored for needs of "information multipliers" and translated into the 23 official languages of the European Union, in order to support their presentations and FP7 launch events in their own countries, regions and institutions.

This event was devoted to the next and current Intelligent Energy - Europe Programmes. A second Intelligent Energy - Europe programme with a significantly increased budget - about €730 million for the 2007-2013 period - will be launched in 2007. This event was the first opportunity to learn about the funding priorities, budget and timetable for next year. It also presented the results of more than 350 ongoing projects, covering areas such as buildings, industry, transport, urban areas, consumer products, power and heat generation, and co-operation with developing countries.

Just after the Info Day, on 31 May 2006, the IEEA organised a half-day "contract negotiation day" in Brussels to inform the successful applicants under the 2005 call for proposals of the next steps towards concluding their grant agreement.
