The Eighth ManagEnergy Annual Conference on Local Energy Action took place in the Charlemagne Building, Brussels from 9-13 February 2008 as part of EUSEW 2008: The Second EU Sustainable Energy Week (www.eusew.eu).


The theme of the 2009 ManagEnergy Annual Conference was New Opportunities for Local Energy Actors; it was a ground-breaking event, covering the new paradigm for local bottom-up action for energy efficiency and combating climate change and the opportunities for local energy actors that emanate from this.

The plenary event involved key speakers to support our aims to guide and assist local and regional actors as they take on the challenges offered by the Covenant of Mayors. As in previous years, Andris Piebalgs, Energy Commissioner participated in the ManagEnergy Plenary event, making the presentation to the winner and runner-up of the ManagEnergy Local Energy Action Award.

The ManagEnergy plenary conference programme featured:

  • New financing for local energy actors: A presentation from the European Investment Bank (EIB) on its new EUR0 15 Million Technical Assistance Facility available to cities and other local energy actors for financing energy efficiency and climate mitigation measures
  • Dynamic panel discussions on key issues related to effectively promoting energy efficiency and tackling climate change at the local level, including leaders from 'best-of-class' cities and local energy agencies
  • A presentation from the EC Joint Research Centre on a number of methodologies for monitoring CO2 emissions, and the strengths and weaknesses of different approaches
  • A presentation on the new ManagEnergy programme and services for local energy actors that will be launched by the European Commission in 2009
  • The Local Energy Action Awards Ceremony, honouring good practice in local energy efficiency and renewable energy actions

Following on from the success of last year's programme, ManagEnergy also hosted an expanded workshops programme during EUSEW 2009, including:

  • Management training for a number of Energy Agency Directors and Deputy Directors
  • Workshops presenting new tools and content for energy agencies from the ManagEnergy Thematic Groups set up in February 2008 and from the Intelligent Energy - Europe Programme (IEE) focusing on energy education and mobility management
  • New business and management support tools for Energy Agency Directors presenting the results of some of the research undertaken by the ManagEnery programme on management innovation and management good practice among local and regional energy agencies.
  • A training programme for cities and local energy actors

participated in the ManagEnergy Plenary event, The Covenant of Mayors: Contribution of Local Actors Towards a Sustainable Europe, along with Mayors from a number of European cities committed to local energy action and representives of sustainable energy actions in Europe. Following on from the success of last year's Education conference, actors working on energy education initiatives will once again gather to gain more experiences regarding the drivers and barriers for undertaking successful projects in the ManagEnergy workshop, Energy education, bringing the energy awareness to schools.

Covenant of Mayors LogoThe Covenant of Mayors is the ambitious European initiative bringing together the mayors of Europe's pioneering cities who commit themselves to achieve and go beyond the European 3x20% energy and climate goals. The Covenant signatory cities aim to reduce their CO2 emissions by more than 20% by 2020 via energy efficiency and renewable energy actions. The implementation of a sustainable energy action plan should help to deliver these objectives.

Momentum for the Covenant of Mayors is gathering pace and by 10 February 2009, 372 cities from thirty countries had signed up for the Covenant of Mayors and a further 104 cities had expressed an interest. On 10 February 2009, all signatory authorities, together with top representatives of the EU institutions, attended this prestigious, high visibility signature ceremony, which took place in the European Parliament’s Hemicycle in Brussels and was one of the highlights of the 2009 EU Sustainable Energy Week in Brussels.

On the same day, the Covenant of Mayors Office launched its new website: www.eumayors.eu and in the two weeks following the launch, a further 70 cities had joined online.

The Ceremony was followed on 11 February 2009 by the plenary session of the ManagEnergy Annual Conference (see below) which provided information on the New Opportunities for Local Energy Actors offered by the Covenant of Mayors.

ManagEnergy Workshop on Management Innovation and Good Practice
from Energy Agencies - Support Tools for Local Energy Actors (LEAs)

9 February 2009, Brussels, Belgium
This workshop presented some of the research undertaken by the ManagEnery programme on management innovation and management good practice among local and regional energy agencies. The research has involved desk research and telephone interviews with more than 20 local energy agencies across a number of countries, leading to the identification of a series of management innovations among these agencies. The purpose of this workshop was to present and share a selection of the management innovations and good practice with interested local energy agencies' management staff.

This training programme was targeted at Directors and Deputy Directors of Local & Regional Energy Agencies (LEAs) in the first 3 years of the life cycle or in a transition phase immediately afterwards. The objective of the training module was to provide participants with a solid understanding of the key management and marketing elements to running a young agency.

ManagEnergy Training Workshop for Cities and Local Energy Actors
Local Energy Planning (Part I) - Tools and Methodologies for Cities & Local Energy Actors

Municipalities and Cities will play an increasingly important role in our common search for improved energy efficiency and greater use of renewable energy sources. While municipalities are increasingly developing their own energy efficiency and sustainable development plan, these plans often show a need to be made more fact-based, more realistic, and more focused on implementation - and, not least, take greater consideration of current organisational capacities for implementing such plans.

This ManagEnergy training session is primarily based on tools, methodologies and practical experiences from the 3-NITY project, funded under the Intelligent Energy Europe (IEE) Programme, and comprised a 3-fold approach to sustainable energy planning at local level). The training session on 12 February will tentatively be followed up by bilateral coaching based on participants needs.

video cameraClimate change: The potential of Eco-innovation for SMEs
12 February 2009, Brussels, Belgium
Eco-innovative processes and technologies contribute to combat climate change through cleaner production and resource efficiency (raw material, water, energy), and better environmental performance during the whole life-cycle. The presentations touch on three topics:
  • Under the EU's new Competitiveness and Innovation Framework Programme (CIP) a total of 430m€ is available for eco-innovation. This is available through different instruments, one of which the support to first application and market application projects especially reaching out to SMEs: CIP Eco-innovation projects. These projects support products or processes which have already been successfully demonstrated but due to remaining risks need incentives to penetrate significantly the market. The next Call for Proposals is planned for April 2009.
  • The new Waste Framework Directive 2008/98/EC sets the EU's waste recycling targets for household and similar waste (50% for at least paper, metals, plastics, and glass coming from this waste stream) and for construction and demolition waste (70%). For the first time, it defines the five-step waste hierarchy - prevention, reuse, recycling, energy recovery and disposal - into EU law.
  • The European Commission has proposed an Action Plan on Sustainable Consumption and Production and Sustainable Industrial Policy (SCP-SIP). The goal is to create a virtuous circle by improving the environmental performance of products throughout their life cycle, promoting and stimulating demand for better products and helping consumers to make better choices.

Helping municipalities to work in the framework of the Covenant of Mayors

Open Days: European Week of Regions and Cities - Brussels, 6-9 October 2008
The Open Days organised by the Committee of the Regions and Directorate General for Regional Policy took place from the 6-9 October 2008 in Brussels.

4000 people were expected to visit the Investors Café. It acts as a unique forum for communication and meeting place between private and public companies and regions and cities, enabling them to discover the rich diversity and economic attractiveness of European regions/cities and to identify investment and job creation opportunities. The investor's café was organised among four thematic priorities, one of them being "Sustainable development: regional answers to climate change (including energy)"

A wide range of seminars were organised by partners regions and in the framework of the Investors café.

ManagEnergy organised a workshop in the framework of the Investors' Café thematic village "energy" on "helping municipalities to work in the framework of the Covenant of Mayors". The workshop took place on the morning of 8 October 2008.

Energy education, bringing the energy awareness to schoolsThe Seventh ManagEnergy Annual Conference on Local Energy Action took place in the Charlemagne Building, Brussels from 29 January to 31 January 2008 as part of EUSEW 2008: The Second EU Sustainable Energy Week, with more than 400 local and regional energy actors participating in the plenary event.

Andris Piebalgs, Energy Commissioner formally presented and endorse the launch of the Covenant of Mayors, together with elected representatives of key European cities including London, Milan, Helsinki, Riga and Berlin.

Sustainable energy activities in European islands communities - Tuesday 29 January 2008, EU Sustainable Energy Week Event
This event aimed to demonstrate the achievements and discuss the challenges faced by island communities and coastal regions in designing and implementing sustainable energy community (SEC) plans. These plans are designed to promote and maximise penetration of renewable energies and energy efficiency in communities that are often fragile eco-systems.

Energy in Regional Development LogoThe conference provided evidence from some of the most inspiring European regions that have implemented highly successful sustainable energy programmes to support the local economy. Speakers presented iconic energy projects from regions including Navarra (Spain), Samso (Denmark), Gussing (Austria), Apeldoorn (Netherlands) and Gothenburg (Sweden). Delegates learnt about these exemplary projects and debated how this best practice can help with their own ambitions of achieving low-carbon competitive regional economies.

videovideo: id=2850&pId=2847   Sustainable Regions and Municipalities 2007The implementation of EU policies and directives in the field of energy and transport is often linked with great possibilities and opportunities. Nevertheless, it is also associated with difficulties arising from administrative, legal, technical and practical obstacles. This is a common problem for many local and regional European authorities.

The purpose of this conference was to give local and regional representatives an opportunity to discuss this practical work with other European regions and cities to obtain new ideas and inspiration on how to work towards sustainable regions and municipalities. Several EU projects financed under the IEE and INTERREG III B and C programmes took part in the discussions and shared their experience and knowledge. Training for energy agencies and local and regional representatives was also included in the programme.

Fifth European Conference on Sustainable Cities & Towns - Sevilla 2007
"Taking the Commitments to the Streets"

More than 1500 delegates committed to sustainability took part in this event. The Conference built on the success and tradition of European local governments to meet, to exchange and to concretely commit to advancing sustainability in Europe. It followed the series of conferences held in Aalborg 1994, Lisbon 1996, Hannover 2000, and Aalborg 2004.

Participants gained an insight of the progress and achievements in local sustainability in Europe, made through the implementation of the Aalborg Commitments and Aalborg Charter, and thus to foster sustainability in cities and towns.

Open Days 2005 - European Week of Regions and Cities - 10-14 October 2005, Brussels, Belgium
From 10 to 14 October the Open Days 2005-European Week of Regions and Cities was held in Brussels. These events were organised by the Committee of the Regions and Regional Policy Directorate-General (DG Regio). They coincide with the "Week of the Valencian Region in Brussels".
    The leaders of the Valencian Region in this consortium wanted to illustrate the transition of the regions covered by the Objective 1 of the Structural funds to a new category of more developed regions that will be incorporated in the new Objective Competitiveness and Employment. This transition is possible because of our own economic growth and the efficient investment of the European funds we received.

"Showcase Wales" - Mid Wales Energy Agency Launch Event - 1 October 2004
Mid Wales Energy Agency (formerly Powys Energy Agency) was officially launched at this event called "Showcase Wales" at The National Library of Wales, Aberystwyth. The event was opened by Andrew Davies, Assembly Member for Economic Development.
   As well as launching the Energy Agency, a series of varied workshops were held and a very successful business brokerage event took place. The consultation period for the Draft TAN 8, planning guidance for renewable energy finishes on 8th October, and facilition of responses through the workshops also took place at "Showcase Wales".

This ManagEnergy Workshop took place in Berlin, Germany in conjunction with the European Conference on Public Private Partnership.

In September 2003, more than 250 energy agencies throughout Europe had so far been created with Community support through the SAVE programme. From the experience gained, the Energy Unit of the European Commission Directorate-General for Energy & Transport now has an overview on the reasons for success or failure of the energy management agencies. Training in management of agencies becomes then a most relevant topic to energy agencies, with an even more particular interest for recently created agencies.

Energy Education in Schools - Tools & Resources for Local Energy Agencies and Actors

The ManagEnergy workshop on Energy Education was a hands-on workshop, with a focus on practical educational work and energy management in schools (in particular secondary schools). A key part of the workshop was presenting the methodology on education work and energy management in schools developed by the Energy Education Thematic Group. The workshop also featured presentations of good practices, and there was plenty of time for interactive discussion between participants and for exchange of experience and learning.

Participants benefited from attending this work in a number of ways:
  • Understanding what an integrated approach to sustainable energy in the school means, and the benefits that it brings
  • Understanding how to  facilitate energy educational projects at secondary school level
  • Get to know hands-on experiences for students related to sustainable energy in secondary schools 
  • Understanding of how local energy agencies can contribute to teacher training on energy education within schools

Energy education, bringing the energy awareness to schoolsIt is recognised that teachers often lack the training in adequately responding to questions related to energy efficiency, renewable energy sources and the rational use of energy. School curricula often do not offer the flexibility to integrate such subjects in teaching. Although many local authorities and private entities employ well trained energy advisors, they often lack the access to the education sector to offer their knowledge and experiences.

The energy education conference during the EUSEW 2008 with the slogan "bringing energy awareness to school" primarily addressed those barriers. The participants discussed the opportunities for introducing energy education into national curricula and the role of a pan-European exchange between authorities, schools and energy experts for enhancing teaching capacities. The aim was to develop strategies that will help actors in the field of energy education to get the subject to the children.

On 22 September, ARENE Ile-de-France organised a European conference focussing on Education on Energy. This event, which took place in Paris, gathered speakers from the energy world as well as from the field of education.

The aim of this international conference was to improve communication and cooperation in the area of energy saving, renewable energy, hydrogen and fuel cell technology between pupils from Poland, Czech Republic, Slovakia and other countries from all over the world.

The essence of this International Conference was the exchange of new solutions in the form of presentations of the new ideas in renewable energy research as well as the hydrogen and fuel cell technology issues.

The pupils from secondary schools were introduced to the subject by various associations, institutions and businesses. All of them should encourage pupils to look for the prospective use of energy saving practices, renewable energy, hydrogen and fuel cell technologies in the community, regional, and in the business fields.

The symposium "Energy Education: role, actors and tools. European experiences" was organized by the Brussels Institute for Management of the Environment (IBGE-BIM). The aim of the day was to get a general view of Energy Education today and to exchange experiences of different energy-education projects. The morning sessions gave a broad view of what energy education implies. In the afternoon, workshop were held in 3 parallel sessions, each one of them covering 1 level of education: primary schools, secondary schools and adult education. A project fair presented the work of several organizations working on energy education.

This event included a presentation by Mr Gonzalo Molina Igartua, Head of Unit for Demand Management, Directorate-General for Energy and Transport, European Commission on "Who should be the energy educator? The energy agencies, the authorities or the teachers? View of the European Commission".

Best Implementation of the Energy Performance of Buildings Directive The status of the EPBD implementation is a hot topic. What is the present status? What are the trends? The EPBD Buildings Platform collects all relevant information and keeps up to date with current developments by offering a range of services; short information papers, a helpdesk, FAQ, a publications database, ...

This event, focused on the last progresses in the EPBD implementation: the current status of implementation and the developments to be expected in the future, notably in relationship to the EPBD Energy Service Directive and the EC Action Plan. Also the status regarding to the CEN standards was laid out. In the second part, practical questions related to the implementation were discussed thanks to the presentation of results of EPBD related SAVE projects.

Since this event took place, the EPBD Buildings Platform has been superceded by the new BUILD UP web portal - the European portal for energy efficiency in buildings: www.buildup.eu

Enercert 2005 Conference - 15-16 March 2005

The new EU Directive on the Energy Performance of Buildings (EPBD) acknowledges that a change in strategy is necessary, requiring each Member State to create a clear legislative framework that will deliver the energy saving potential in the building sector. In order to transpose the directive into national law by the beginning of 2006, Member States are facing a whole series of obstacles, such as a lack of awareness and action by the relevant target groups or a lack of transparency and coherence in terms of existing labelling standards. Therefore adapting and implementing national building codes and labelling schemes by national key actors and multipliers represents a considerable challenge for all EU Member States.
   The ENERCERT conference hosted by the Deutsche Energie-Agentur GmbH (dena) aimed to help all those involved overcome these obstacles. The conference aimed to enable a concerted effort to be made to improve, promote and implement national building codes and Energy Performance labelling schemes by providing a platform for the international transfer of knowledge and experience. Assessing and comparing national schemes and best practices for the energy performance certification of buildings should foster synergy effects and harmonisation between countries. Providing an overview, exchanging experiences and transferring knowledge on specific labelling instruments should facilitate the definition of national standards and match suppliers of tools to potential users.
   dena organised the EnerCert conference in Frankfurt/Main, Germany, with support from the Austrian Energy Agency, the Danish Energy Agency, Building and Civil Engineering Institute ZRMK and the European Commission.

Mobility Services - Tools for Local Energy Agencies and Actors

This ManagEnergy workshop on mobility services presented tools and resources for local energy actors regarding mobility-related services, developed by the Mobility Thematic Group supported by ManagEnergy. The workshop involved presentations on an animated checklist on mobility services for energy agencies, detailed examples on developing and delivering 3 mobility services (developing mobility plans, education campaigns, and organising a walking bus). The workshop also featured presentations of different success stories, and there was plenty of time for interactive discussion and exchange of experience on good practices.

This workshop has been an excellent opportunity for local energy agencies or actors interested in developing services in the area of mobility, or for energy agencies already providing mobility services but looking to deepen their knowledge on specific mobility services!

Green Paper on Urban Transport: Towards a European policy for urban transport

"The Green Paper and its follow-up activities will form the basis of a genuine European policy on urban transport, one which reinforces policies at other levels of government in particular the cities themselves", Commission Vice-President, Jacques Barrot, in charge of transport, 4 June 2007.

The consultations to prepare a new Green Paper on Urban Transport ended on 4 June with a major stakeholder conference in Brussels, "Towards a European policy for urban transport". The event gathered around 350 participants from all sectors with an interest in urban transport. High level representatives from cities and from the European Institutions presented their expectations of the Green Paper, commented on results of the consultations, and addressed the added value of actions at European level.

Urban Transport: Problems, Solutions and ResponsibilitiesUrban transport can significantly contribute to achieving policy objectives in areas such as climate change, energy efficiency, congestion, alternative fuels, modal split, road safety, industrial competitiveness, environment, health and social inclusion. This first stakeholder conference linked to the new Green Paper on urban transport brought together representatives from all the sectors that have an interest in the Green Paper. Representatives from the European Commission outlined their plans for the Green Paper. High-level political representatives from the different European institutions and from European cities will present their expectations. During this conference particular attention was paid to the question of subsidiarity and governance. The conference was closed with an intervention by Commission Vice-President Barrot.

TradeWind is a European project funded under the EU's Intelligent Energy - Europe Programme. The project addresses one of the most challenging issues facing wind energy today: its maximal and reliable integration into Trans-European power markets. It aims to analyse existing barriers to the large-scale integration of wind energy in European power systems and to formulate recommendations for interconnection improvement, policy development and market regulation.

The final workshop's objective was to present and discuss the TradeWind project findings and its recommendations to support wind power integration. The event gathered actors involved in grid and power market issues, including EU institutions, national public authorities, transmission system operators, regulators, traders and wind farm developers.

Primary energy demand within the Mediterranean Partner Countries is predicted to increase by 70% in the next 20 years. These countries have a significant renewable energy potential, mainly of solar energy, which, if intelligently exploited, can contribute to matching their increased future demand (both in the field of electricity and heat) and can furthermore generate income for these countries, e.g. by exporting part of the electricity produced from renewables to the EU. On the other hand, the EU Member States have a long-lasting track record of promoting renewable energy deployment and have agreed on reaching a RES objective of 20% by 2020. A Mediterranean Solar Plan to enable the development and massive deployment of renewable energy technologies in the Mediterranean region is currently under development in the framework of the Union for the Mediterranean, its current state of play and key-conditions for success were debated during this conference.

The European Commission adopted, on 5 July 2007, a communication entitled "Towards a European Charter on the Rights of Energy Consumers" and at the same time launched a consultation on this issue which has resulted in over 70 contributions from across the EU.

As a follow-up, the Commission organises a conference in Brussels on 6 May 2008. The half-day conference, hosted by Commissioners Meglena Kuneva and Andris Piebalgs, will:
  • officially present the results of the consultation;
  • launch the Citizens' Energy Forum announced in the Third Internal Energy Market Package of 19 September 2007. In parallel to existing fora dealing with electricity and gas markets, this Forum will focus on specific retail issues, and involve all stakeholders in building an EU-wide retail market.
  • propose a new approach to informing consumers by means of a European Energy Consumers' Checklist, designed to answer questions about local or regional retail markets. The Commission will prepare a list of relevant questions and invite national stakeholders to provide answers that will form an easily accessible data pool containing comprehensive local information in the consumer's language.
  • propose a list of voluntary commitments by stakeholders, aimed at cooperation and improving rights beyond the existing legal framework.

It was a high level event where the opportunities of cogeneration to contribute to Europe's energy efficiency goals were debated and explored. The seminar brought together Andris Piebalgs - Energy Commissioner,  Nobuo Tanaka - Executive Director of the IEA and Claude Turmes - Member of the European Parliament, along with the practical experience of professionals from  the city of London, energy intensive industries and EU Member States. EU Sustainable Energy Policy - Partners for Sustainable Energy EU Sustainable Energy Week is the reference point for sustainable energy issues in Europe. The events organised cover key topics of sustainable energy and stress the need for everyone of cooperation - from renewable energy sources to energy efficiency, from EU policy to local action, from distributed energy to planning, from technologies to markets, from legislation to behaviour and education, from buildings to transport. In this context it is important to highlight the role of many different actors.

The Strategic Energy Technology (SET) Plan signals the technological breakthrough and is becoming the milestone in the continuing development of European energy policy. It is proposing ways forward while clearly identifying some of the initial barriers to the development of emerging and innovative technologies for cleaner, reliable and sustainable energy across Europe. To ensure success, the Plan requires the support of many stakeholders, including governments, industry, non-governmental organisations and research communities. Equally, it is essential that there is a robust understanding of the major strengths and weaknesses concerning the research environment, investment opportunities, international cooperation and support from industry and utilities in achieving these goals.

The 7th Inter-Parliamentary Meeting on Renewable Energy Sources ended successfully with the adoption of the Berlin Declaration 2007 by the attending parliamentarians.
     More then 60 Members of Parliament and 40 experts from the European Commission, the German Government, NGOs, industry, the media and science discussed during the 2-day conference in the German Parliament the most recent developments in the field of EU policy on renewable energy.
     Main issue was the upcoming EU Framework Directive on Renewables which is expected to be tabled by the European Commission in December 2007.

  • Parliamentary Hearings or Committee Discussions on the upcoming Framework Directive on Renewables and the related national Renewable Energy Action Plans (RAPs).

Biorefinery Conference - 19-20 October 2006, Helsinki, Finland
Biorefineries use renewable raw materials to produce energy together with a wide range of everyday commodities in an economic manner. Decreasing our dependency on fossil fuels reserves and boosting rural development, biorefineries are seen as a very promising route to meeting our aims for sustained prosperity and preserving the environment.

This conference organised by the European Commission with support of the Finnish Presidency aimed to present the industrial perspectives of current and future biorefineries and to identify opportunities for and synergies among the European stakeholders. The conference provided a forum for a technical review of the state of the art for biomass fractionation and conversion technologies. Furthermore, RTD success stories were described and analysed, and the existing European technology platforms on biofuels, forest-based sector, plants for the future and white biotechnology were presented.

Euroheat & Power Conference 2006: Talking competitiveness! New perspectives for CHP/DHC - 22 June 2006, Brussels, Belgium

The main focus of the 2006 Conference was competitiveness, with the aim to create a platform to debate this growing issue and our industries' contribution in building competitive and sustainable European energy market. The speakers focused on both market conditions and political framework with particular attention to energy efficiency, emissions trading debate and use of renewables.

Biomass Action Plan - 1st External Stakeholders Group Meeting - 4 March 2004
In 2001, total biomass production for energy purposes was 56 Mtoe. To achieve the European Union's RES 12% target, 74 Mtoe more are needed by 2010. Each sector has to contribute the following indicative additional amount of biomass energy: electricity 32 Mtoe, heat 24 Mtoe, and biofuels 18 Mtoe. This would lead to a total biomass accumulated energy production of 130 Mtoe in 2010.

This additional biomass production can only be achieved in the short term with strong and targeted measures and actions in all three sectors (electricity, heat, and biofuels for transport) and a better coordination of EU policies. The Community Biomass Action Plan shall ensure the achievement of this objective.

Green Power Central & Eastern Europe - Budapest, Hungary, 27-29 September 2004
Over 150 people from 28 countries attended the successful launch event of Green Power CEE. The feedback was excellent with 84% of the evaluations received rating the event as either: very good or excellent!
   The event was highly interactive, with many questions, much debate and a lot of networking around the mini-exhibition - the chairmen had to work hard to keep the packed schedule to time.
   Among the highlights was the launch of UNEP FI's CEE Taskforce and OTP Bank announced their membership. There was another welcome announcement from the EIB of their increased support for renewables (to reach 50% of all electricity generation investment by 2008) and in particular for the CEE region. The EIB also declared that they were adapting to support financial intermediaries with the resources to evaluate the smaller scale of RES projects.

Hidroenergia 2004 - International Conference and Exhibition on Small Hydropower - 17-19 June 2004
Organised by ESHA (European Small Hydropower Association) and SERO (Swedish Association for Renewable Energy, Hydropower section) the International conference HIDROENERGIA 2004, held in Falkenberg, Sweden from the 17 - 19 June has been a big success. More than 200 participants gathered to discuss the challenges and advancements of the SHP sector. Such an international discussion and information exchange is particularly imperative now as the European Commission has just published a report on the implementation of the RES-e Directive and as the Water Framework Directive is implemented in the different EU Member States. [Note: this was not a ManagEnergy event]

International Conference for Renewable Energies—Renewables 2004 - 1-4 June 2004
Renewables 2004 has adopted the following outcomes:
  • A Political Declaration containing shared political goals for an increased role of renewable energies and reflecting a joint vision of a sustainable energy future, which provides better and more equitable access to energy as well as increased energy efficiency.
  • An International Action Programme, including actions and commitments by governments, international organisations and stakeholders. Responding to the "Call for Actions and Commitments" that was published before renewables 2004, conference participants contributed to the Action Programme with voluntary commitments to goals, targets and actions within their own spheres of responsibility.
  • Policy Recommendations for Renewable Energies that can be of benefit to governments, international organisations and stakeholders as they develop new approaches and political strategies and address the roles and responsibilities of key actors.

About €55 million will become available to co-finance European projects for the promotion ICT-solutions for Energy Efficiency. Up to 75% of the eligible project costs will be supported.

The 2008 Calls for Proposals for Transport under the Seventh Framework Programme for Research and Technological Development (FP7) were published on 30 November 2007. In order to support the preparation of proposals, the Directorates General for Research (DG RTD) and for Energy and Transport (DG TREN) of the European Commission held Joint Information Days on 6 and 7 February 2008 in Brussels.

The aim of this event was to disseminate information about FP7 and the research areas open in the 2008 Calls for Proposals on the themes of Aeronautics (6 February) and Surface Transport (7 February) within the Cooperation Programme, to give details about the main legal and procedural conditions, and to answer any questions.

The second day (7 February 2008) was dedicated to the 2nd FP7 Calls in Transport (FP7-SST-2008-RTD-1, FP7-TPT-2008-RTD-1, FP7-SST-2008-TREN-1 ). Both days also tackled the "Cross-cutting activities" call (FP7-TPT-2008-RTD-1)

Intelligent Energy - Europe Information Day: Converting Policy to Action - 30-31 May 2006, Brussels, Belgium and live on the Internet
The 2006 call for proposals - the last under the current IEE programme has been published, opening a 5-month period during which European organisations can apply for financial support for European projects promoting energy efficiency and renewables. The total available budget for support is around €50 million.

Just after the Info Day, on 31 May 2006, the IEEA organised a half-day "contract negotiation day" in Brussels to inform the successful applicants under the 2005 call for proposals of the next steps towards concluding their grant agreement.

FP6 Information Day - 21 September 2005, Brussels, Belgium and live on the Internet
In the framework of its ongoing Fourth Call for Proposals, the Directorate General for Energy and Transport (DG TREN) held an Information Day on 21 September 2005 in Brussels on Fourth Call for Proposals in the areas of Aeronautics and Space, Sustainable Energy Systems and Sustainable Surface Transport. DG TREN would also appreciate if you further distributed this information to potential participants you might know in your organisation or country. This information day dealt specifically with the research areas open in this call for proposals (FP6-2005-TREN-4/FP6-2005-TREN-4-Aero), which was published on 08 July 2005 (OJ Reference: C 168 of 08/07/2005) with the closing dates of 4 November 2005 (for Aeronautics and Space) and 22 December 2005 (for Sustainable Energy Systems and Sustainable Surface Transport). The aim of this event was to inform you about the content of this call for proposals and to clarify possible questions.

Information Day: Sixth Framework Programme: Sustainable Energy System - 17 June 2005, Brussels, Belgium and live on the Internet
In the frame of the upcoming Call for Proposals FP6-2005-TREN-4 under the 6th Framework Programme (FP6), the European Commission Directorate-General for Energy and Transport organised an Information Day which took place in Brussels on 17 June 2005. The aim of the event was to give a detailed overview of the Call for Proposals and to offer potential proposers an opportunity to meet, find new partners and discuss potential projects.

This information day presented: a general overview of the second Intelligent Energy - Europe (IEE) call including budget and timetable; the new Intelligent Energy Executive Agency; Key Actions opened in 2004; Tips based on the previous call for proposals; Database of previous projects: IntellEbase; ManagEnergy facilities; Administrative, financial and contractual issues; Questions & Answers session.

This was followed by an Interactive Chat with Commission representatives on 1 February 2005

Thematic promotion and dissemination within FP6: Information Day - 8 November 2004
The programme of the meeting consisted of a presentation of the state of the call by the Commission and a presentation of the financial rules. The afternoon was dedicated to short presentations of ideas and initiatives by those looking for partners and new elements in their proposals.

Intelligent Energy - Europe (IEE) and Sixth Framework Programme (FP6) Information Day - 22 October 2004
This Info Day provided first hand information about the results of the call for proposals 2003 and what lessons can be learned for submissions to the next call. It also informed about those key actions of the next call for proposals which are of particular relevance for the local level. Furthermore information was given on dissemination activities under the 6th Framework Programme ("thematic activities") which are part of the ongoing call for proposals (deadline 8 December 2004).

FP6 Information Day for Renewable Energy Technologies and Socio-Economic Tools for Energy - Medium to Long term research activities - 19 October 2004
This renewable energy technologies and socio-economic tools info day was organised by DG Research to present opportunities under the 2004 call for proposals for Renewable Energy Technologies and Socio-economic Tools for Energy Strategy. This was followed by presentations relating to Biomass; Photovoltaics; Wind, Ocean, Geothermal and Solar Thermal; and Socio-economic Tools.

Renewable Energy Technologies & Socio-economic Tool - Information Day - 14 February 2003
The aim of this event was to facilitate the preparation of high-quality proposals which fulfil the requirements of the first call in the area of renewable energy technologies and socio-economic tools. There were talks on the submission of proposals, pre-proposal checks and contractual aspects. In the afternoon, a number of parallel sessions took place, in which participants had the opportunity to present their project proposals to other researchers in their area. Participants also had the chance to discuss their proposals with Commission officials.
