IEE-VKA10-STEER Strengthening the knowledge of local management agencies in the transport field

The networks of energy agencies play an important role in supporting EU energy policies and will play a major role in implementing the Intelligent Energy - Europe programme. Agencies can play a key role in triggering local change, supporting the implementation of relevant policies and activities to save energy and sharing best practice.

Energy saving in transport has not been a priority field for agencies in the past, but should now become one. This will require new structures for co-ordination and information exchange. The competences of staff working in the agencies will need to be extended in the fields of transport best practice, vehicle technology, alternative fuels, transport policy tools and measures, and change management. Staff will need to become familiar with best practice and develop appropriate methodologies to assist local actors such as SMEs to analyse their operations and put in place appropriate measures. These activities will require specific staff training and empowerment activities.

This Key Action aims at strengthening the transport knowledge of agencies, and thus enable them to promote the take up of best practice and other measures aiming at increased energy efficiency and use of alternative fuels in transport. The Target areas to be addressed are:
