The Rio summit established the concept of local sustainable development plans known as AGENDA 21. In conjunction with EU Energy policy and legal initiatives, and with an aim to achieve our commitments (e.g. improved security of energy supply, 22% share for RES electricity, reduction of energy intensity by 18%, greater use of biofuels for transport, reduction of CO2 emissions by 8%), it is intended to support the emergence of pioneer sustainable energy communities. These local energy communities can pioneer the application of integrated measures required to attain our global commitments and can become showcases for the dissemination of those concepts around Europe. Given their showcase character, sustainable energy communities must aim to reach objectives much beyond the global EU objectives.

Sustainable Energy Communities (SEC) can be defined as:

Local communities in which politicians, planners, developers, market actors and citizens actively co-operate to demonstrate and develop high degrees of decentralised energy supply, favouring renewable energies as sources, together with a conscientious application of energy efficiency measures in all end-use sectors.

This horizontal key action deals with energy within society. Advanced societies search to adopt an integrated pattern and infrastructure that is respectful of social patterns and the environment, and care in a sustainable way for the future. The integration of all elements is a complex issue and needs showcases of manageable size which give indications on how to approach larger units.

The target areas of this Key action correspond to three main axes; the local policy making, the local energy citizenship and the local energy market. These are axes along which a sustainable energy community has to develop in order to achieve its energy policy objectives. All three are closely interrelated, and they should all contribute to achieving common objectives in a balanced way. The potential in having top-motivated policy makers and citizens enthusiastic for RES and RUE, cannot be fully exploited if there are no suppliers of products and services available in the same local market. By stimulating the three different axes in order to achieve the balance between them, the optimum exploitation can be achieved. SEC projects should aim for significant improvement of the existing levels of RES and RUE and prepare the way for large scale investments.
