The ManagEnergy initiative will help identify expertise and success obtained to date through projects and other relevant activities carried out in various regions and localities throughout Europe.

This website has been set up to disseminate the results of successful projects as widely as possible and in so doing to encourage replication of good practice. It compliments a series of workshops and conferences and parallel activities set up for the benefit of others with similar interests and objectives working anywhere in Europe. In particular it will support the transfer of good practice in energy efficiency, renewables and clean urban transport throughout Europe, including those Candidate Countries seeking to join the EU.

In addition to case studies, the website offers profiles and contact details of energy agencies and other relevant organisations focusing on renewables, energy efficiency and clean urban transport at the local and regional level. The website will also include information on relevant legislation, norms and standards, as well as a partner search function, and provides other essential information for those working at both a local and regional level.

Apart from its energy and transport policy objectives the ManagEnergy Inititative is developing new ways to co-operate together with actors interested in energy and transport policy implementation and development at local and regional levels. Also, ManagEnergy will support capacity building and networking between local and regional energy actors, including Candidate Countries. A part of this new way of working is based on the use of modern information technology: all ManagEnergy events will be transmitted live on the Internet allowing interactive multilingual participation of interested parties.

This website forms part of the European Commission initiative (ManagEnergy), that was set up as a European Partnership aimed at Local and Regional Energy Management Agencies. This initiative, which was introduced at the annual Conference on Local and Regional Energy Management Agencies held in Brussels on 6 November 2001, is part of the response to suggestions made in recent EU energy-related documents; both the Green Paper on Security of Energy Supply and the White Paper on European Transport Policy call for demand side action to support intelligent local energy use and clean urban transport. ManagEnergy aims to put these policies into practice, realising that a strong and well organised commitment is essential to change consumer behaviour.

The European Commission is already active in promoting efficient energy services at local and regional levels for the benefit of consumers and decision makers. These actions aim to improve energy efficiency and deployment of renewable energy sources, and thus increase energy supply security, provide quality employment and promote a better local and global environment for citizens. However, the amount of information available is vast, variable in accuracy and often neglected when individuals, organisations or regional bodies are planning new ventures. The need for energy is universal and often taken for granted. It may be supplied to a new housing project, factory or transport system by simply connecting to the grid and then used to power conventional equipment, poorly insulated buildings or highly polluting transport systems with little thought given to alternatives. This ad hoc approach results in unnecessary use of increasingly scarce fossil fuels, over production of gaseous emissions that may contribute to climate change and often less than ideal working or living conditions.
