This Newsletter lists key information added to the website during July and August, helping you to ensure that you haven't missed important announcements during the Summer Break.
The ManagEnergy Annual Conference on Local Energy Action is free of charge for organisations within Europe, with priority given to Energy Agencies. Details on hotel booking were added in early July and, at the same time, the programme was updated. If you have not yet registered, we recommend that you complete the online form for the event in Brussels or the Internet Broadcast soon.
The annual conference is the place to be to meet Local and Regional Energy actors from throughout Europe and form partnerships for projects, including those under the Sixth Framework Programme (FP6) and Intelligent Energy - Europe (IEE).

Finally, Mr Patrick Lambert, the new Head of Unit D3 for Promotion and Dissemination of Programme Results, Energy & Transport DG (see June 2004 Newsletter) will conclude with a summary of the Conference presentations and findings.
It is anticipated that further information on this conference will be added in early September.
Draft programme, registration and hotel booking information
The Intelligent Energy Executive Agency was set up by Decision No 2004/20/EC. Under the Community programme Intelligent Energy Europe, established by Decision No 1230/2003/EC, the Agency will be responsible for implementing the tasks concerning Community aid under the programme, except for programme evaluation, monitoring of legislation and strategic studies, or any other action which comes under the exclusive competence of the Commission.
The Agency is expected to start operations in Autumn 2004 and will be located in Brussels. It is currently looking for contract agents.
Open and future calls for proposals for FP6 include Third Call for Proposals [FP6-2004-TREN-3] as well as two joint calls on Hydrogen [FP6-2004-Hydrogen-1] and [FP6-2004-Hydrogen-2] have been published

In the first Concerto call, 42 projects were received, of which 17 were above the threshold of minimum quality level. There are expected to be sufficient funds within the budget to fund the 9 best Concerto projects selected from the first Concerto Call:

Video Recording: Security of electricity and gas supply: Europe spins its energy web
This video (5 languages: DE EN ES FR IT ; length: 11'48") was produced by the European Commission in July 2004. The Italian blackout of September 2003 clearly demonstrated the need to further develop interconnections between national grids and reinforce cooperation between transmission system operators. Ensuring that electricity production capacity is sufficient to cover times of peak consumption is imperative. As the EU will increasingly depend on natural gas, the key issue here is to diversify its sources of supply. These measures are taken within the framework of the completion of the single market for electricity and gas, security of supply policy and the management of energy demand.

Alfonso González Finat on Commission report on share of renewables
