This year's holiday period will go into history due to the occurence of a number of significant catastrophes. They have led to personal tragedy for many and to the highest ever nominal oil prices for all. High oil prices are making new energy sources more competitive and make the way we use energy increasingly important. These issues are among the priorities on which local actors and the European Commission will focus in September's first events. We look forward to working with you at these events.

Andris PiebalgsThe conference involves major market actors in the fields of renewable energies and energy efficiency: sustainable energy communities, building and lighting appliances and transport. We will also look at cooperation and dissemination issues such as the Energy Week.

With the adoption of the Green Paper on energy efficiency, "Doing more with less", the European Commission has taken the initiative to launch a major energy debate. Among others, the Commission urges energy agencies to lead the discussion at local and regional levels.
You are welcome to contribute to this open discussion on the future of European energy policies, for example, through you nearest energy agency. You will find the address details of all European local and regional energy agencies on this site. In the near future, many of the energy agencies will be organising open debates in which you will be most welcome.

Karl Kellner In the framework of its ongoing Fourth Call for Proposals, the Directorate General for Energy and Transport (DG TREN) is planning to hold an Information Day on 21 September 2005 in Brussels which will be also broadcast live on the internet. DG TREN would be pleased to welcome you to this event. They would also appreciate if you further distributed this information to potential participants you might know in your organisation or country. This information day will deal specifically with the research areas open in this call for proposals (FP6-2005-TREN-4/FP6-2005-TREN-4-Aero), which was published on 08 July 2005 (OJ Reference: C 168 of 08/07/2005) with the closing dates of 4 November 2005 (for Aeronautics and Space) and 22 December 2005 (for Sustainable Energy Systems and Sustainable Surface Transport). The aim of this event is to inform you about the content of this call for proposals and to clarify possible questions.

In March 2005, following assistance from Mid Wales Energy Agency (MWEA) and Dulas Ltd, Bronllys Hospital in Powys, Wales (owned by Powys Local Health Board) became the first UK national health hospital to generate electricity from sunlight. The 60.62 kW Photovoltaic (PV) installation developed by Dulas Ltd employed 14 people during the construction period. The array will generate around 45,500 kWh / year, displacing an average of 20 tonnes of carbon dioxide/year.
The project received funding from the European Regional Development Fund and the UK's Major Solar Demonstration Programme. The UK Carbon Trust has also helped to raise awareness of energy efficiency. Income from electricity generated will be invested into further energy efficiency measures.

The main objective was to supply a new urban district with 1000 dwellings in the Western harbour of
Malmö, Sweden, with 100% locally produced renewable energy. The system is based on an annual
energy balance with use of favourable local conditions and existing infrastructure. Main investors are the
energy company Sydkraft AB together with the City of Malmö and several developers. The European
Commission and the Swedish Government have contributed to the project. The energy system has been in use,
since 2001, and the main part of the district is built. An extensive research and evaluation programme was
carried out during 2004.

Hosted by Cornwall Sustainable Energy Partnership (CSEP), this event aims to establish "How the development of renewables and reduction in energy demand can be taken on board alongside social, economic and environmental imperatives".
The workshop will concentrate on the crucial issue of how energy programmes can cohesively deal with issues under the headings of the three main strands of Sustainable Development: Social, Economic and Environmental. It will gather information from each participant region and come to a decision on how to progress the issues over the next 12 months in preparation for the CPMR Conference in Navarra.
ManagEnergy and the European Commission will be participating in this event on 20 September 2005, which will be recorded by the ManagEnergy Streaming Service. The video recordings will be made available after the event.

In conjunction with Cork City Council, Energy Services Limited are organising a conference to bring together people to discuss the energy issues facing Europe both now and in the future. The conference, entitled Promoting a Sustainable Energy Culture in Europe will provide a forum to discuss the issues, identify solutions and meet providers. It will take place in Cork City, Ireland from 22-23 September 2005.
The conference will provide an opportunity to view practical examples of sustainable energy projects through the Cork City Campus facilities. Exhibition facilities at the conference will allow further opportunities to view and discuss technologies and service solutions.

A DG Energy & Transport SAVE co-funded comparative study of low-income housing within Newark & Sherwood District (UK), County Cork (Ireland), Perugia (Italy) & Bucharest (Romania) has observed the different national approaches to setting domestic energy prices, providing subsidies, the extent & nature of regulation, and taxation on fuels, and concluded that the sum of these strategic issues can contribute significantly together with other measures.
This 2003/5 SAVE contract Awareness Programme for Policy Makers in Energy Efficiency in Low Income Housing required each partner to undertake energy auditing studies of their housing stocks and to develop and deliver education and training measures for local key decision makers and for low-income householders. The project was co-ordinated by County Cork Energy Agency of Ireland.
