In concrete terms, these objectives lead to the following main characteristics of the city's transport policy:

In relation to the third characteristic, the East Leeds Quality Bus Initiative is committed to improving the whole bus travel experience, encompassing easy access and comfortable, modern, low emission buses and the upgrade of passenger facilities such as bus shelters and stops. Increased reliability will be secured by the use of guideways, bus lanes and priority junctions for buses, and passengers better provided for by greatly improved passenger information facilities. Altogether the initiative incorporates the following measures:
