Synopsis

The principal objectives of Leeds City Council's transport policy are to:

• improve the quality and availability of alternative modes to the car and lorry,
• manage the use of the highway,
• manage the demand for travel,
• promote social inclusion.

In concrete terms, these objectives lead to the following main characteristics of the city's transport policy:

• development of tram network,
• completion of strategic road network,
• improvement of access to bus and rail including quality public transport partnerships and initiatives,
• promotion of walking, cycling and motorcycle initiatives,
• development of strategies on road safety and personal security.

In relation to the third characteristic, the East Leeds Quality Bus Initiative is committed to improving the whole bus travel experience, encompassing easy access and comfortable, modern, low emission buses and the upgrade of passenger facilities such as bus shelters and stops. Increased reliability will be secured by the use of guideways, bus lanes and priority junctions for buses, and passengers better provided for by greatly improved passenger information facilities. Altogether the initiative incorporates the following measures:

• guided bus ways,
• bus lanes,
• bus priority measures,
• improved bus stock,
• marketing,
• reduced road space for other modes except cycling and walking where new facilities developed.
