Case Study: Freight platform - Monaco

Synopsis

In Monaco, all heavy goods vehicles, regardless of their gross weight (GW), are banned from the city between 7.45 a.m. and 8.15 a.m., 11.30 a.m. and 12.30 a.m. and between 1.45 p.m. and 2.15 p.m. In addition to these restrictions, and with the exception of a limited number of clearly identified dispensations, transport vehicles with a GW exceeding 8.5 tons are prohibited in Monaco. These are redirected towards the 1,320 sqm underground freight platform located beneath a shopping centre ("J" zone in the district of Fontvieille). This means that a specific HGV route has to be clearly indicated on signs at the city entrance and this designed so as to generate a minimum of nuisance to the local residents. Once the vehicles are at the unloading platform, the concessionary company responsible for operating the platform handles reception and unloading operations (if these have not been arranged by the consignee) and store the goods in the freight platform warehouse for up to a maximum of three days. The company informs the consignee that goods have been delivered to the platform. The consignee then decides whether to collect the goods and transport them to his warehouse or depot within the city himself or to pay the concessionary company to do this at the operating rates agreed by the Monegasque administration and displayed on the site. The platform is open between 6 a.m. and 7 p.m., from Monday to Friday, and between 6 a.m. and 2 p.m. on Saturdays. Platform access and services are free, as are bulk breaking services and storage for up to 6 hours. When this is carried out by the platform concessionary company, the urban part of the final transport link (freight platform -consignee) is undertaken using an electric goods delivery van (currently a Renault Kangoo), which helps to reduce air pollution and noise in the city. Delivery bays have been provided at various locations across the city in order to reduce street congestion. Monaco Logistique, a privately owned Monaco-based company, was granted the concession for the freight platform and logistics activity centre by public tender. The company uses the freight platform for goods distribution within the city and also for its own transport activities. Street deliveries are allowed between 8.30 a.m. and 11.30 a.m., between 12.30 a.m. and 1.45 p.m. and between 2.15 p.m. and 4.30 p.m. Delivery bays can only be used by vehicles with a maximum gross weight of 8.5 tons, and for a maximum of 15 minutes. The access to some streets is also restricted to vehicles with a maximum gross weight of 3.5 tons (or 6 tons in some cases). Information is available on leaflets. During traffic ban periods (between 11.30 a.m. and 12.30 a.m. and between 1.45 p.m. and 2.15 p.m.) delivery bays may be used as parking places by delivery personnel.
