Synopsis
The priorities of the municipality of Montreuil's transport policy are the development of intermodality and of the use of modes of transport that cause less pollution than private vehicles.The municipality has thus introduced measures to promote cycling as a fast, safe, pleasant mode of transport that can be used in conjunction with public transport. A large area and a large number of people are concerned by these measures due to an agreement with neighbouring local authorities (involving also the RATP, the Paris city and close neighbouring Municipalities PTO). The municipality is committed to various initiatives that encourage the use of the bicycle, and that together form a comprehensive cycling policy. Bicycles and a locked parking area have just been made available for the staff of the administrative centre. The adoption of the Green Network contract and the finalisation of the intercommunal scheme for cycling and walking initiatives, managed by Montreuil, are both factors that have contributed to making cycling a major feature of the municipal transport policy. Montreuil is conducting a study with 8 neighbouring local authorities for the development of about 100 km of intercommunal cycle routes which would be integrated with the County and Regional routes. Montreuil is one of the most active local authority in the Ile-de-France Region in terms of promotion of the bicycle use. The municipality has proved its desire to maintain this position and to give to it an institutional basis by signing two charters of cooperation, one with the "Vivre à Vélo en Ville association" (VVV, an association promoting the use of bicycles in cities and towns) and the other with the Regional council. Participation during 2002 in the "Club des Villes Cyclables" (a club of bicycle friendly cities and towns) has enabled the development of bicycle-related partnerships at many levels.
