Case Study: Vélocampus, promoting cycle at the University - Nantes, France

Synopsis

The Urban Community of Nantes plans to continue its programme of improved transport for its citizens, which aims to produce a balance between cars (50%) and other forms of transport (public transport 18%, other 32%). The community has become involved in a general transport management programme in association with all the stakeholders. A "Park and Ride" scheme is being developed, and a strategic parking study is being carried out.

A transport strategy plan for the urban area (a development plan for public transport) has just been adopted. The promotion of bicycle use has been taken into account with a development plan for urban cycle routes, and routes for cycle excursions. A Transport Plan for employees of the Community (2,000) and of large businesses and administrative bodies is in the process of being prepared. "Velocampus" hires bicycles to students on an annual basis (on presentation of a student card and various other documents) in return for an annual Velocampus association membership fee of 30 €. Repairs are free for members, except for those resulting from accidents or incorrect use, and there is a 150 € deposit to cover theft. The bicycles are regularly serviced (brakes, lights, etc), and free check-ups ensure that the bicycles are always safe to ride. The association also attends numerous events and offers free safety check ups. The bicycles are supplied with a U-lock, a pump and a bungee cord. A bicycle rally is organised at the beginning of every academic year in early October, providing students with an opportunity to discover Nantes and to meet other students. Bicycle excursions are organised throughout the year. Velocampus distributes forms to help identify problems on cycle routes and to identify locations that would benefit from a cycle lane. The association also issues members with fake fines (to be issued to cars that have been parked in cycle lanes). A basic 5 € membership includes:
