Case Study: Nottingham City Centre Clear Zone - Nottingham, UK

Synopsis

Although the responsibility for local transport is split between Nottingham City Council and Nottinghamshire County Council for their respective parts of the conurbation, the Greater Nottingham Local Transport Plan (LTP) has been produced jointly to cover the whole of the Greater Nottingham conurbation. This has enabled the authorities to develop a strategy for the future of the area included in the Plan on a rational basis, rather than on a basis that is dictated by administrative boundaries. The Plan, which covers the five-year period from April 2001 to the end of March 2006, performs the following functions:

A Clear Zone in Nottingham City Centre was introduced in September 2001 with the objective of creating a more pedestrian friendly environment, free from pollution and congestion. All but essential traffic is restricted from entering selected City Centre streets between 10.00 am and 4.30 pm, with access for buses, taxis, disabled drivers, and trams only. Buses continue to run along the edges of the Clear Zone and trams will run right through it once services begin operating in November 2003. The removal of none essential traffic from the Clear Zone area has led to the freer movement of buses, as well as taxis and cyclists. In addition to these measures, emission standards are to be set for buses, taxis and delivery vehicles regularly entering the Clear Zone. The use of zero and low-emission vehicle technology is also encouraged to further enhance the benefits to pedestrians of the initiative.
