Case Study: SIWERM - Successful Implementation of Wind Energy on Regional and Municipal level - The Netherlands, Greece, Italy and Poland

Summary

Municipalities and regional authorities play a key role in the successful and efficient implementation of wind energy. Technology and calculations seldom prove to be an obstacle to putting wind energy plans into effect. CEA uses technical input only to bring back local discussion to facts instead of fairytales. Political decision-making and the objections of the public at large and other pressure groups on the other hand are a big stumbling block. The Dutch Siwerm method helps pilot municipalities in Greece, Italy and Poland to create the best base for policymaking and ensures that every group is involved and agrees with the process regardless of the outcome. CEA found out that good communication can be the key-factor in good implementation of wind energy as first results in its pilots show. The Altener program of the European Commission subsidises the project. The Siwerm method has proved itself and is flexible enough to adapt to various situations and helps municipalities to develop their potential for wind energy more easily. Recommendations are given.

Results

The following assumptions were taken:

The cost picture The cost of wind park realisation depends both on the probability of success of a concept (because failure is pure cost) and on the time it takes (investments, keeping people at work, sometimes even more, to solve problems).

The energy picture Failure will also result in lost capacity that may never be realised, so it is a loss of kWh. Delay in realising a wind park will result in kW coming in action later, so a loss of kWh.

The cost aspects give the following picture:

In this project four pilot projects will be initiated with an installed power of app. 80 MW together. Although the actual realisation of the wind parks are beyond the scope of the proposal and can therefore not be guaranteed, a rough estimate that with the careful and complete character of the Siwerm approach the preparation costs can be reduced with 25%, can lead to a saving of 20.000 Euro per MW.
