Case Study: The Advice on Energy Divided - France

Summary

The service consists of the realization of an energy balance for the communal building starting with a visit and using 3 years of energy-related invoices. Software allows HEOL to analyze the 3 years of invoices and to make an Assessment. An analysis of this assessment is made with recommendations enabling the collectivities to decrease this expenditure. The service proposes to also offer assistance for all the public projects of construction or restoration of buildings. HEOL also organize training for politicians and technicians.

Results

The results of the assessments let appear disparities between the collectivities. Some saw their consumption and expenditure decreased and others saw the reverse. Several factors come to explain this progression : first of all, the cost of energies which since 1999, increases. Moreover, several of the collectivities of North Finistere develop their communal equipment. Thus, on the communes of which we have the figures, sociocultural rooms or sports rooms were built and increase inevitably consumption.

The realizable economies by the service of the Advice on Energies Divided were evaluated between 1.34 and 3.60 € / inhabitant / year (On average: 1.89 € / inhabitant / year. This service realize very quickly and at cost zero, real economies, which correspond to tariff optimizations of the contracts of electricity and gas, in general being the subject of followed recommendations.

To compare, the noted expenditure for energy in the French collectivities from 500 to 1 999 inhabitants is of 25,9 € / inhab / year. For the five initial collectivities, the average of the annual expenditure for energy is 20,03 € / inhab., and the percentage of economy on this budget exceeds 9 % in 2003.

The last assessments carried out integrate consumption and expenditure of water. This field, taken as energy, is also prone to drifts of consumption and of the very important annual expenditure. It is important by this work, on the one hand to save this expenditure, because the cost of m3 is expensive just as the costs of treatments, and on the other hand to aware that this element tends to being wasted and that it is rare in the drinkable state.
