Case Study: The cycling development strategy of Olomouc City - Olomouc, Czech Republic

Synopsis

In the beginning of the year 2001, the elaboration of the Strategic Cycling Development Plan for the City of Olomouc began. The strategic plan has been worked out as a pilot programme of the Ministry of Transport and Communications and the Grant Agency of the Czech Republic. Through this work several principles and measures which make a part of the total National Cycling Strategy were examined. This is a good experience showing that the measures are applicable also on a broader scale, in the frame of the national strategic objectives coming out of the Charter of Transport, Health and Environment (June 1999) and the related governmental resolution.

In the first project phase "Exploration on site", the Transport Research Centre (CDV) prepared the city profile towards cycling for daily use and tourism, including a description of the current state of cycling (accident rate, intensity of cycle traffic, cycling infrastructure, financing, attitude of inhabitants towards cycling, etc.).

Among the most interesting findings we can mention:

This principal knowledge was used by the members of the Working Group for determining the present and future crucial factors (of the priority axes) influencing further development of the city. The following priority axes make the basis of the whole plan: (A) Development of life-time learning, (B) Development of transport infrastructures, networks and services, (C) creation of products for supporting bicycle as a daily means of transport and for supporting tourism. The priority axes are completed by two parts: the Financial Plan and Monitoring.

Action plans bringing solutions for the priority axes have been drawn up. These Action plans make the root of the Strategic Cycling Development Plan of Olomouc City. The Plan was approved by the Working Group for Strategic Development on the 27th of June 2001. The Strategic Cycling Development Plan of Olomouc City was then negotiated at the City Council and consequently approved by the Municipal Corporation of Olomouc on the 13th of December 2001.
