Case Study: Intermodality Network System (SIR - Sistema Intermedio a Rete) - Padova, Italy

Synopsis

The reference framework of the programme and information, from the point of view of town-planning, on the main alternative solutions possible for the implementation of an Intermodality Network System (SIR) of three public transport routes are provided in the Mobility City Plan (PUM) approved with Town Council resolution n.137 dated 20.12.2001, also as a follow-up to the "Mobility policies - Information on the strategic objectives" directive, approved with Town Council resolution n.115 dated 20.11.2001. In fact, with the PUM, the city of Padova intends to improve accessibility and promote social well-being and the quality of city life, taking as a starting point the fact that its traffic problems are primarily due to the present road network not being able to cope with today's excessive amount of traffic.

The PUM is an opportunity to give various city districts a facelift and a new lease of life; however, to improve accessibility to the city's facilities (in the sense of better mobility and getting around more efficiently), in the first place, traffic congestion needs to be reduced. In fact, traffic congestion is caused both by an excessive amount of through traffic and too many vehicles being parked on the roadsides, which reduce the traffic flow capacity of the present road system. In the metrobus project, a transport system is to be implemented that uses an innovative transport system that is a new conception of transport in restricted lanes, on a route along line 1 (SIR 1), about 10.3 km long, that uses Translohr technology road vehicles. The project is to be introduced into a delicately balanced system, determined according to the characteristics of the road network and road conditions in the city centre. Basically, the present road system will be maintained, apart from a few changes restricted to certain particular junctions, since the circulation of private traffic, including the direction of the traffic flow, will remain the same along the entire route.

Basically, the route (about 10.3 km) crosses the built-up centre of Padova from north to south. Starting from the Northern terminal (located in Pontevigodarzere), the metrobus route winds along the roads: Pontevigodarzere, Reni and Aspetti in the Arcella district, crosses the Venice-Milan railway line, near the Borgomagno flyover, continues down the roads, Corso del Popolo and Corso di Garibaldi, along the Ponti Romani, Tito Livio and Businello embankments, enters the Prato della Valle area along the road, via Belludi, continues along the road, Corso Vittorio Emanuele towards Bassanello, where it turns into the road, via Guizza, forking in via S. Maria Assunta, up to the Southern terminal. There is also a connecting line to the depot in via Rismondo, which is about 1,300 m long and begins at the Railway Station. The use of this means of transport seems to be particularly suited to the mobility requirements of the city: there are stops every 300-400 m along the SIR1 line, made to cater for both city and out-of-town users, for which there are two large car parks next to the Northern and Southern terminals. From a planimetric point of view, the route is mainly rectilinear, with stretches of wide bends and some tight bends at the following points:
