Case Study: Park and Ride System - Prague, Czech Republic

Synopsis

Since 1991, the number of cars as well as the car traffic volumes in Prague have grown at an explosive rate, unprecedented in Europe, apart from the former east German cities. Heavy traffic in Prague manifests as overloaded city street network and a rise of frequent traffic jams. One of the means by which Prague is trying to solve this situation is the introduction of P+R parking places.

Prague€s transport policy contains principles of transport infrastructure developments improving the quality of public transport and regulation of car traffic with the aim of influencing the modal split while favouring public transport.

The P+R system is also a part of these principles, which by means of P+R parking places enables to combine a car journey in the outer city zone with a public transport mode into the downtown area. A necessary prerequisite for this form of transport is the existence of attractive P+R with sufficient capacity, thus enabling motorists to leave their vehicles in the vicinity of rapid rail transit, primarily metro.

The concept of P+R parking places is part of both the urban planning of the capital city of Prague and urban planning policy of Prague's region.

P+R parking places are located principally in a short walking distance from rapid transit stations, mainly rail public transport with a good connection to the city street network. By newly built metro stations in the border zone one usually counts with a construction of P+R parking places as part of the metro framework. A more difficult situation occurs near already built stations of public transport where there are no longer available vacant lots or there is a conflict of interest with other activities. Urban planning therefore presupposes a construction of P+R parking places in above ground or subterranean properties.

During 2001, preparatory work for building additional P+R facilities on the territory of Prague started. The construction of Bechovice and of Modrany parking is completed.

P+R parking places are marked on the public transport network map published by Public Transport Company of the capital city of Prague. Maps are available in travel information centres located in the halls of some metro stations and at the Praha Ruzyne airport. P+R parking places advertisements appear also in the daily press.

The parking places are protected by fence, supervised and in operation from 4 am to approx. 1 am (closing time of the metro service). These parking places are incorporated into Prague's integrated transport system by means of prepaid tickets and discounted day tickets of the public transport company. Fare price in conjunction with parking at the P+R parking places is CZK 10,- for parking, CZK 20,- for transfer return ticket or CZK 50,- for one-day ticket. After the closing time of the metro service, the P+R are closed as well. A driver has then to pay an overnight fee of CZK 100.
