Synopsis
Since 1990, Strasbourg has pursued an ambitious transport policy based on the premise that cars are incompatible with sustainable development and with the objective of a more balanced use of the various forms of transport.
With this goal in mind, a series of programmes have been introduced over the years: development of the bus/tram network and Park and Ride facilities (P+R), promotion of cycle use and of electric vehicles, pedestrian safety and parking management.
The overall objective of the local authority is, therefore, to reduce the need for private car use and to encourage a "multi-mode" approach.
Commuting is responsible for a large proportion of journeys and for creating "rush hours" and associated phenomena such as traffic jams, accidents, pollution, stress, loss of working hours due to delays, etc.
Faced with protests from its own employees over the lack of parking spaces, the Urban Community of Strasbourg (CUS) was keen to find suitable solutions.
In 1998, the CUS carried out a survey of its employees to find out more about their commuting practices and to identify ways of reducing private car use. In 1999, the CUS launched an innovative project in France: GEODES (Management and Organisation of Commuting Journeys, GEstion et Organisation des DEplacements domicile - travail des Salariés), as part of the PREDIT programme (Programme national de recherche et d'innovation dans les transports, Interministeriel land transport research and innovation programme).
With the benefit of its experience with the thousands of CUS employees in Strasbourg, the GEODES team provides help and advice to public and private organisations in setting up their own Transport Plans.
To this end, the role of the GEODES team involves two aspects:
Target groups: employers / employees - municipal staff
Fields: responsible car use / mobility plans - mobility advice & campaigns
