The ASSESS study provides the technical support to Commision services for "Assessment of the contribution of the TEN and other transport policy measures to the mid-term implementation of the White Paper on the European Transport Policy for 2010."
With its White Paper on Transport: Time to Decide, the Commision proposed an Action Plan aimed at bringing about a transportation policy and a transportation network that increases the competitiveness and efficiency of Europe, including all modes of transport. It proposes a strategy designed in particular to revitalise railways and other alternative modes of transport growth and economic growth in order to reduce pressure on the environment and congestion without restricting the mobility needed for competitiveness. The White Paper introduces a large amount of smaller goals and more then 70 measures needed to achieve the goals. Some objectives include quantatitive targets while most objectives remain qualitative. Here it is aimed to give a consistant and ambiguous summary of the objectives, policies and measures introduced in the White Paper in order to enable policy evaluation.
The scope of the ASSESS study are the measures and objectives that were stated in the White Paper. In particular, the ASSESS project has assembled all main sources of quantitative information at the European level to carry out an assessment of both the achievements to date (mid 2005), the possible policy implementation scenarios to the year 2010, and the longer term prospects to the year 2020.
Objectives of the White Paper on transport:
The 2001 White Paper for transport is most certainly an important step forward in improving the transport sector in Europe. Especially in the freight transport sector, the influence of the White Paper is remarkable: the decline in rail transport has come to an end, and the growth in road freight transport is slower than GDP growth. In passenger transport, the most remarkable achievement is the improvement of road safety, and the liberisation of the air services that, even if partial, has generated the low-cost companies phenomenon. on the freight side, progress has also been made and the White Paper is generally on the right track for further implementation.
It can be concluded that the advancement of the implementation activities at the level of the EC is fairly high. On almost all measures there have been follow-up activities. Sixty-five directives, regulations and decisions have been adopted by the European institutions and twenty-seven proposals of the Commision are still pending (status April 2005).
