LEV - LandesEnergieVerein Steiermark, Austria is looking for partners for the project TEnor € Training Energy Advisors. The Draft concept for an EU co-funded project proposal is given below:

Why energy advice?

Energy advice is given to individuals, professional, organisations and decision makers in order to stimulate a rational and efficient use of energy by providing information about an adequate behaviour and a proper use of technologies. Energy advice is offered in different fields of energy (construction and buildings, transport, economy, food) and by different providers (administration, energy agencies, companies). Energy advice is a means to stimulate a rational use of energy, to create awareness and thus to change the behaviour of the people towards a more sustainable society.

This project

Aims and Objectives: This project aims at improving existing and creating new training programmes for energy consultants across Europe by sharing experiences and best practices and by mutual learning.

Targets

• Identification of best practices
• Exchange of know-how and experiences in the education and training for energy consultants across Europe
  • among partners that train consultants for different fields (transferring programmes)
  • among partners active in similar fields (improvement of existing programmes)
  • from expert-organisations to educational institutions (setting up new programmes)
• Transfer of education schemes to New Member States

Implementation

• Analysis - partners' main experiences, programme curricula, methodology and didactics; identification of potentials and best practices
• Exchange of best practices - workshops to share experiences
• Setting up of new education programmes
• First seminars held within the project duration

Who should be interested?

• Organisations with solid experience in training energy consultants, especially
  • in mobility
  • with different approaches than LEV
• Organisations that are aiming at setting up training programmes for energy consultants (esp. from the new member states)
• Consulting organisations and individuals with high expertise in energy consulting (in order to bring their professional experiences into the training programmes)

• IEE II (call September 2007 or call spring 2008)
• Leonardo (call ~March 2008)

About LEV

LEV is strongly involved in the education and training for energy consulting for over 20 years, where the first seminars and courses were held in Styria.

In the early nineties, LEV co-founded the workgroup on training energy consultants (ARGE EBA) and started a standardisation process for the training programmes in (almost) all Austrian provinces. A catalogue of learning targets (80% same for all, 20% specialisation to the needs of each province) was defined. The programme consist of several levels:

• level A (beginners) - 50 hours of theory and practice
• level F (advanced) - 200 hours of theory and practice
• level S (specialised seminars) - on special topics - e.g. solar energy, heat pump, ventilation, passive houses, thermography, air-proofness, eco-construction materials
• level B (specialised target groups): e.g. construction assessors

At the beginning, the seminars were targeted mainly at energy consultants, which work directly at a consulting facility (of e.g. the provincial administration). Since the mid nineties LEV chose a wider approach aiming at all professionals within the fields of construction (architects, civil engineers, plumbers, chimney sweepers, ...) and at individuals that want to increase their knowledge on a rational use of energy. Thus the diffusion of concepts for a more rational use of energy is wider and more sustainably spread into the society. This approach turned out to be successful and in great demand. Simultaneously, LEV developed concepts for certain economic sectors (tourism, bakery, carpentry, food trade, barbers) in form of brochures and information material.

Since the new millennium, LEV developed e-learning modules that accompany the seminars. The participants have to pass the modules that included exams before the actual seminar is held. The approach involves a trainer that can always answer questions. The advantage is twofold:

• The participants obtain an equal level of basic knowledge before the seminar thus the time of the seminar can really be used to advance and go into detail.
• The time of the actual seminar is reduced, which makes the cheaper and more attractive to the public.

So far, ~400 participants have passed 45 courses in the last 20 years!

Currently, LEV's programmes cover deeply the field of energy efficient construction. LEV would very much appreciate an exchange of know-how and experiences with partners that have experiences in these fields.
