Report: City Instruments: Monitoring, Evaluating and Transferring Instruments to address Climate Change in Metropolitan Regions

City Instruments is a European project supported by the Intelligent Energy - Europe programme.

Metropolitan regions have unique problems but also special financial and human opportunities to design energy policy and can learn from each other's experiences. The cities of Berlin, Naples, Paris, Rotterdam, Milan, Sofia, Tallinn and Zurich (associated partner) will:

monitor, evaluate and further develop existing instruments to promote RUE/RES in metropolitan regions (participating cities and beyond) with reference to previously defined energy, environment, economic and social impacts,
hold seven workshops for the exchange of experience on RUE/RES instruments,
initiate the implementation of one new instrument per city,
disseminate the deliverables widely (in Europe and worldwide),
institutionalise the exchange of experience by integrating the City Instruments forum into one of the existing networks for sustainable development in cities.

The analysis of instruments promoting RUE/RES and the accompanying workshop series will be structured around the following themes:

Energy renovation of existing buildings
Municipal energy management, decentralised energy supply, integration of renewable energies
Sustainable transport and mobility
Information, communication and co-operation
Methods for calculation, indicators, monitoring
Financing instruments including joint implementation and emission trading
Administrative organisation: internal structures and processes.

As a result of the project, a Best Practice Catalogue for RUE/RES instruments in cities will be available and disseminated widely. The participating cities will have a blueprint for a municipal Energy Master Plan and have participated in a workshop series on specific RUE/RES instruments. Each participating city will select at least one new instrument which it plans to implement.

In order to ensure the long-term sustainability of the project, the project partners will set up a forum for promoting RUE and RES in metropolitan regions within one of the existing networks for cities, where experts from Europe's large cities can regularly meet and learn from each other.
