The Sub-Balkan Energy Agency/SBEA/ in the town of Karlovo was established under a grant agreement in December 2005 between the town of Cadiz, Spain, Velenje, Slovenia and Karlovo, Bulgaria. The co-founders of the agency are the Municipalities of Karlovo, Kaloyanovo, Pavel Banya and Hissar. They are interested in taking part in IEE or other programme projects as partners in the following fields:
