ENEA, the Italian National Agency for New Technologies, Energy and the Environment, is looking for partners for an IEE project. In the last years the demand for Renewable Energy plants of medium-small size is increasing in local communities. The dissemination of these plants is specifically plausible in particular sites such as the natural parks. In fact, protected areas are the best territorial sites to promote demonstrative actions aiming to improve the environmental quality. Nevertheless, the adoption of the RE plants might produce impact on flora, fauna and habitats and this is the main source of conflict between environmental associations and energy managers, till today. Energy Plants are subject to environmental assessment following the SEA (2001/42/CE directive), EIA (97/11/CE directive) and the "Habitats" (92/43/CEE) directive. The aim of this proposal is to exchange experience on the assessment of methodologies and on the results in different European biogeographical regions to define the effects on ecosystems of different medium size energetic plants, for the production of electricity, from different sources, such as: photovoltaic, eolic, biomass, hydroelectric, geothermic, thermodynamic solar power.
The final product is a register of environmental aspects of each type of plant in the phase of realization, operation and dismission, working in normal, particular and emergency conditions. For each environmental aspect will be listed the potential impacts and will be issued a guideline to support the Park manager to select alternative solutions. The final product will help the land managers to issue plans and improve the authorization procedures.
Partner requested: at least 2 partners for each European biogeographical region. Partners have to be park managers supported by an Energy Agency or Institute (just one for each country).
