Legislation: COM(2007) 817 Proposal for a directive on the promotion of clean and energy efficient vehicles (Adopted 19 December 2007)

The objective of this proposal is to promote the market introduction of clean and energy efficient vehicles and contribute thereby to reducing fuel consumption, CO2 emissions and pollutant emissions.

The approach is based on the internalisation of operational lifetime costs of vehicles in the procurement award process. Common rules are defined for calculating lifetime costs for energy consumption, CO2 emissions, and pollutant emissions linked to the operation of vehicles. These operational lifetime costs should be included as award criteria for all procurement of vehicles or transport services by public authorities. The application of these criteria will be optional in a first phase and mandatory from 2012.

Covered by the proposal are all road transport vehicles procured by public authorities and by operators providing transport services under contract, license, permit or authorisation by public authorities.

The proposed directive revises a previous proposal from December 2005. The new proposal is expected to result, in the longer term, in a wider deployment of clean and energy efficient vehicles, reduction of their costs through economies of scale, and acceleration in the improvement of the environmental performance of the whole vehicle fleet.
