The towns and cities signing up to the Covenant of Mayors commit to submit within the year following adhesion a Sustainable Energy Action Plan (SEAP), explaining how they intend to reach the objectives in terms of reduction of CO2 emissions for 2020.
The Sustainable Energy Action Plans: Guidance Elements document, published by the European Commission on 26 September 2008, intends to provide basic information covering the methodology, scope and responsibilities and answer some of the Frequently Asked Questions related to Action Plans.
