Partner Search Request: Improving energy efficiency in residential buildings, Hungary

HBH Euroconsulting Ltd indicates that the Hungarian city of Hódmezovásárhely (potential Lead Partner) has a high potential for the use of renewable, green energies, out of which it is already making quite good use. Around 80% of homes are heated by geothermal energy (through the existing Southern Thermal Circle) and further infrastructural developments are planned (Northern Thermal Circle to be funded from EU sources with the potential of becoming a government-acclaimed model project) in order to further improve this situation. The city is considered strategically important at the national level due to its successful performance in the energy field. However, the city emphasizes the need for improvement in energy efficiency of public and residential buildings and further seeking opportunities to utilize renewable energy sources to meet the legislative requirements set out in the Directive 2002/91/EC on the energy performance of buildings.

The Municipality is determined to increase its transnational cooperation with organizations from both the public and the private sectors aiming to increase the use of alternative energy sources and to significantly reduce energy consumption . The aim of such transnational cooperation and joint work should be (i) to support implementation of the relevant EU Directives by enabling strategies and policies; (ii) to convert policy into action on the market by promoting the development of the SME sector; (iii) to change behavior of professionals and technicians as well as the general public regarding sustainable energetic systems; (iv) to find access to capital by involving the financial community and (v) to design and implement training curricula for technicians and professionals in the energy field.

HBH now propose a project on energy-efficient buildings within the SAVE programme, the specific objective of which is to improve energy efficiency in the heating system of residential buildings (and, to a lesser extent, of offices and public buildings) with a special focus on historic buildings. Actions towards enabling and developing SMEs in the construction, development, investment and architectural sectors will constitute a major part of the project. The purpose of SME development is to boost a more energy conscious behavior of the sector, stimulating the usage of energy friendly construction techniques/materials.

Expected outputs/results:

• Feasibility studies containing cost analyses of innovative energy solutions in heating systems
• Development of a cross-sectoral strategy with the purpose of tackling non-technological market barriers by reducing administrative, legal and financial bottlenecks that are in the way of rapid market growth;
• Development of a transnational energy management structure to assist enabling policies and strategies and the development of regulatory frameworks;
• Introduction and implementation of monitoring procedures and IT tools to review and assess implemented technical solutions and existing energy efficiency projects. Note that the City has already taken preparatory steps to develop an IT system to collect and process data regarding energy consumption of the municipality (district heating, water, electricity), with the help of which institutions could report energy data by energy sources with the aim of processing invoices, controlling invoices against data obtained from meters, making lists, diagrams and reports, annual planning, calculating costs, having access to data of institutions, making comparative analyses, etc.
• Preparation and implementation of training material for technicians and energy professionals
• Awareness raising campaigns to inform citizens of the necessary energy efficiency measures in line with the relevant national and EU legislations.

Potential partner organizations: Besides the Lead Partner, at least 7 partners are sought for from the following sectors:

• SMEs in the construction, development, investment and architectural sectors
• Chambers of commerce
• Ministries and regional/local public bodies in relevant fields (economics, environment)
• Energy authorities
• Universities
• Other knowledge institutions

Proposed project budget: Project budget will be around € 2 million. Partner budget will be from € 150.000 to 250.000 depending on the number and complexity of activities allocated to the partner.
