Summary
Warm and Well was launched in October 2001, with the aim of reducing the health impacts of cold, inefficient homes in the counties of Gloucestershire and South Gloucestershire. The project targets energy efficiency, heating and ventilation measures at homes vulnerable to the condition of "fuel poverty". These measures are coupled with a comprehensive package of energy advice.
The scheme is a partnership between the seven Local Authorities of Gloucestershire and South Gloucestershire, the area's Primary Care Trusts, and the Severn Wye Energy Agency. Funding to 'pump prime' the scheme was provided by the UK Government's 'HECAction' programme, with funding for installed measures sourced from the Local Authorities and the energy supplier Scottish Power. The main technologies supported by the scheme are household insulation, condensing boilers, heat recovery ventilation and low energy lighting.
In its first eighteen months of operation Warm and Well led to investment of over €1.4 million in energy efficiency measures, and lifetime carbon dioxide savings of over 89,000 tonnes. The success of the scheme can be attributed to a focused and committed steering group, an enthusiastic scheme installer, and high quality scheme management.
