Background
Gotland is located in the middle of the Baltic Sea; it is the largest Swedish island. The isolated location of the Island has contributed to a relatively low economic growth as compared to other parts of Sweden. High costs for transports of energy, goods and people have contributed to a non-dynamic growth of the local economy.
The island has a large RES potential in wind, biomass and, to some extent, solar energy. A responsible exploitation of these resources will enhance the local economy and provide a better living environment.
Overview
To achieve an increase in the use of renewable energy in the system on Gotland with the aim of achieving 100% requires an active involvement from all sectors of society. During the process there must be a strong motivation within the consumers and producers so that during the long process the right decisions are taken and active choices made for using renewables and increasing energy efficiency. As a red thread throughout the process the local authority€s plans and ambitions are decisive for how work can proceed. In the municipality€s plans strategic and long-term objectives are formulated which enables continuity and act as a guide on the way towards the sustainable society. The municipality also has know-how, responsibility and resources so that in its own organisation it is in a position to act as a role-model for how renewable energy is introduced and how sustainable construction is planned and executed.
The target of achieving 100% renewable energy balance by 2025 has arisen from the Municipalities plans1 to achieve a sustainable society within the course of a generation and is also outlined in the partnership agreement that the municipality has entered into with the European Commission.
The advantage of having a long-term plan with a specific year is that other planning which involves the production of short term plans can become a part of the overall objective.
The Municipality of Gotland has in a number of plans and decisions shown that there is the aim support sustainable development. Working with these plans requires that regular updating and evaluation of targets takes place. This enables the clarification of the overall objectives and ensures that the process moves forward towards the goal of sustainability.
€Vision 2010€ is an important municipal planning document that covers the goals for Gotland to year 2010, it was approved by the municipal council in 1995. In the plan there are aims for an increase in the use of renewable energy, an increase in energy efficiency and to reduce the dependence on imported energy. Vision 2010 shall be updated during 2003.
In the energy plan €Energi 2005€ concrete targets are defined for the energy sector. Some of the aims outlined are:
The energy plan was approved by the municipal council in 1999 and shall be updated during 2003.
In the work with Agenda 21 issues the Sustainable Development Plan (Kretsloppsplanen) has been produced (1998). The Sustainable Development Plan outlines the Muncipality€s environmental goals and ambitions to achieve ecological sustainability.In outlines important strategic goals and connections between energy use and the environment.
Gotland€s Municipality has signed a partnership declaration with the European Commission and has been accepted as one of the 100 Renewable Energy Communities as outlined in the Campaign for Take-off. In the partnership declaration Gotland€s objective to have a 100% renewable energy balance by 2025 and to work towards the realisation of a sustainable society is outlined.
